DescriptionGrantsExpenses
Boone Turner Scholarship Corp conducts one annual fundraiser (golf classic). The event is held in the service areas of Suffolk, Southampton,or Isle of Wight counties in Virginia. 85 percent of the time of the corporation is centered on this activity. The classic is funded by donations and golfer fees. All profits (minus expenditures needed to host the event) are used to provide scholarships for local high school students. All work by corporation members is voluntary and no stipends are provided for corporation work. A very small portion of funds collected are used for basic administrative duties (state corporation fee, banking fees, etc). 15 percent of the organizations time is spent on the selection process for the annual awarding of scholarships. This activity honors our organizational focus- exclusively for charitable and educational purposes. For the 2022 tax year- three scholarships were awarded for $1000 each.$3,000$3,025

ReasonableCauseExplanation/ExplanationTxt0During early February 2023, Dr. Maurice Byrd, Corresponding Secretary, received notification that Dominion Energy was awarding the Boone-Turner Scholarship Corporation (BTSC) a $2,000 donation towards its annual Scholarship event planned for April, 2023. During the processing of this donation, Dominion informed us that IRS records revealed that we were not listed as a certified tax-exempt organization. In contact with IRS, we were informed that our tax exempt status was revoked in 2014 due to failure to file the required 990 series. In research with the organization, from 1996-2017 we did not have programs in place to raise substantial amounts of funds for scholarships. Financial records show many years of less than $2,000 in any, of income/scholarship awards. Attorney Hermann Benn (deceased) was responsible for the finances of the BTSC accounts and members at that time were not informed that filing was not being completed. In more recent years, those returns were not completed by the current treasurer, who never received any correspondence about the revocation, or was made aware of this responsibility based on the corporation's past inaction to file. The loss of the Dominion donation for 2023 caused us to discover this issue and put a remediation process in place to seek retroactive reinstatement of our tax-exempt status. Steps include the following- 1) Meetings with the Boone Turner Scholarship Corporation directors to review issue and a vote (3/14/23) to develop a plan of action to mitigate future problems. 2) Extensive review of all financial records to develop returns for 2011 (three years before the revocation) to 2022 per direction from the IRS exempt organizations office 3) Updating the bylaws to include responsibilities for the treasurer and the corresponding secretary to file the required 990 series no later than 1/30 of each year and to report that action in the February meeting of the BTSC. A copy of the filed receipt will be shared and kept in the records of the Recording secretary of the corporation 4) Completing all remediation steps as listed in IRS Revenue Procedures 2014-11 pertaining to retroactive reinstatement.
