Organization's process used to review form 990 the form 990 was prepared by an independent accounting firm in conjunction with fedcap's financial department. The form 990 was reviewed by senior management and then distributed to the full board of trustees for review and comment before it was filed with the internal revenue service.

Conflict of interest policy monitoring & enforcement mvle inc. Follows fedcap's conflict of interest policy. Mvle adopted the conflict of interest policy of its parent organization, fedcap rehabilitation services, inc. The conflict of interest policy is distributed to the board of directors and to all employees on an annual basis. Individuals are expected to sign the conflict of interest policy and confirm that no conflicts exist. Violations of the policy will subject an employee to disciplinary action or immediate discharge. Employees who have knowledge or suspicion of improper conduct or activities by other employees or outside parties doing business with fedcap, are expected to immediately bring it to the attention of the ceo or director of human resources.

Form 990, Part VI, Section B, Line 15

Mvle provided compensation to two individuals reported on part vii of the form 990, president, april pinch-keeler, and coo, kenan aden; their compensation is determined in accordance with the procedures outlined by mvle's affiliated organization (as described below). All other compensation is paid by fedcap rehabilitation services, inc. (an affiliated organization). The process that fedcap undertakes to determine compensation is as follows: the board of directors has established a compensation committee of independent persons that have no personal interest in the proposed compensation agreement. In determining the president's compensation package, the compensation committee conducts an analysis of industry comparables for individuals performing similar job functions. The compensation committee ultimately makes the decisions about the president's compensation and memorializes its decision in the board minutes.

GENERAL STATEMENT REGARDING THE COVID-19 PANDEMIC:

In march 2020, the world health organization officially declared covid-19, a disease caused by the novel coronavirus, a pandemic. This caused many local and national governments, including new york state, to impose restrictions on business operations, travel and public gatherings. The outbreak has adversely impacted the level of economic activity around the world and disrupted normal business activity in every sector of the economy. To help mitigate the dramatic impact that covid-19 had on mvle's operations and financial viability, the organization took part in several governmental programs. On april 11, 2021, mvle was granted a ppp loan in the aggregate amount of $1,181,155, pursuant to the small business administration paycheck protection program (the "sba ppp") under the cares act, which was enacted march 27, 2020. The ppp loan bears interest at a rate of 1% per annum, payable monthly commencing on november 1, 2020. Funds from the loan may only be used for payroll costs, costs used to continue group health care benefits, mortgage payments, rent, and utilities. Mvle used the entire loan amount for qualifying expenses. Under the terms of the sba ppp, certain amounts of the loan may be forgiven if they are used for qualifying expenses as described in the cares act. Mvle received full forgiveness of the loan in march of 2022 and the amount has been recorded in the form 990 as governmental grant revenue on part viii, line 1(e).

FORM 990, PART III, LINE 1, DESCRIPTION OF ORGANIZATION MISSION:

Mvle is working with purpose to employ and support individuals living with disabilities. Since 1971 mvle has believed in and created - opportunities for individual with disabilities to find their independence through community-based social activities, supported employment, and customized skills training - strong business and community partnerships; - relationships with government and affiliate agencies; - a competitive and reliable workforce to build inclusion in our community. Mvle has a history of successfully providing a broad range of services that cater to the diverse needs of our individuals through specialized training and services to foster their personal and professional growth. Together, we work to accomplish these goals by utilizing an extensive network of partners. In 2018, mvle combined with the fedcap group, a global network of top-tier nonprofit agencies dedicated to advancing the economic and social well-being of the impoverished and disadvantaged. We offer a platform for our agencies to collectively showcase the power of possible, enabling them to focus on delivering proven services and solving systemic problems. Every day, the fedcap group, in partnership with business, government, academia and community partners, is improving lives. We deliver measurable shifts in economic self-sufficiency for individuals while helping companies, insurers, local governments and educators meet their objectives. Our innovative approaches to education, workforce development, occupational health and economic development funnel through our national footprint of companies and impact the lives of over 300,000 people annually in the u.s. And europe.

Form 990, Part III, Line 4A

Group day services: mvle provides therapeutic activities both in our community center and across our region. It provides an outlet for community inclusion, education, social activities, and life skills support to further their person-centered plan. Mvle's group day services provides two tracks for individuals with varying disabilities. 1. Track 1- the first track provides opportunities for community engagement this track offers services to individuals who have intensive support needs. Activities are offered through an evidence-based curriculum in individualized skill building and community integration programs alongside one to three other peers and support staff. Individual life skills learning opportunities and community integration are based on choice, provided through an evidence-based curriculum, and are therapeutic in nature. These may take place on site at an mvle community center or offsite in the community. The goal of this department is to promote community inclusion for individuals served, while providing needed therapies. Activities may include: book club/reading, horticulture, advocacy, sensory, life skills, and cooking. 2. Track 2- this track provides more intensive supports, including skilled nursing and behavioral supports. This track also provides employment training and skill-building opportunities for individuals that select an employment path. Employment opportunities are provided in-house so that the individuals working in the program have access to the intense habilitation supports, nursing, and behavioral supports provided at mvle's community centers. The business unit staff persons in this department work on an on-going basis to develop new jobs and provide operational oversight and quality assurance to maintain a stream of work opportunities for the program. Individuals in this track also participate in mvle's robust volunteer program. As a part of mvle's therapy services, mvle established the mvle moves performing arts program in 2015. This program provides weekly movement arts classes for individuals served through mvle's programs. A typical class includes a group welcome to practice making introductions, a clapping warm-up to promote rhythmic accuracy and proprioception, a full body stretch to increase overall range of motion, prop manipulation to practice both sensory motor skills and create short movement compositions, extended 'parade' improvisations that encourage personal decision-making, and a gentle closing to calm the breath and bow to fellow class mates. Participants dive into improvisation and composition, sharing methods that realize ideas, co-creating the experience every step of the way. The program has expanded to include an inclusive performance ensemble that is comprised of mvle individuals and local professional actors. The ensemble creates and performs original productions across the washington, dc metro region.

Transition & training: mvle's employment services programs provide full and part-time employment both in the community and at mvle business centers. The goal of this program is to assist individuals to be as independently employed as possible. Full-time employment consists of the following: paid employment on-site or within a host company in the community and work crew of 3-6 individuals with a direct support professional. Staff provides the following: employment training in the completion of job tasks, social skills/interpersonal skills building, professionalism, job expectations, communication, job performance, conflict resolution assistance, and referral to therapeutic clinical services if needed. Types of work include: custodial services, grounds maintenance, restaurant & food service. Mvle provides transition assistance for individuals leaving school or transferring from other agencies, as well as internal transition for individuals wishing to move between departments or into more independent employment. Customized, holistic transition plans are developed for each individual entering services that include preference assessments, as well as person-centered planning. - situational assessment: mvle provides opportunities for individuals to try a hands-on approach to employment and community exploration. This provides the chance to experience a job or program before making an informed choice. - person-centered plan (pcp): the pcp is intended to identify the strength, capacity, preferences, needs and desired outcomes of the individual. Mvle staff works with each individual we serve, and their support network, to develop the pcp. Ticket to work- the ticket to work and self sufficiency (ticket) program is a federally-funded employment program designed to provide social security disability beneficiaries (i.e., individuals receiving social security disability insurance and/or supplemental security income benefits based on disability) the choices, opportunities and support they need to enter the workforce and maintain employment with the goal of becoming economically self-supporting over time. Mvle is an approved employment network (en) through the social security administration's ticket to work program and works to provide job readiness, job development and placement of individual ticket holders into jobs within their community. Training & workforce development: mvle specializes in job development, job placement and coaching on the job. We assist with writing resumes, conducting job searches, and with interviews. Mvle also has staff who can assist with benefits planning. Individual supported employment (ise): individual job placement with a community employer, including one-to-one on-the-job training; minimum wage or higher (paid by the employer); same benefits and routines as co-workers without disabilities and 20 or more hours of work per week. Our employment specialists work to support the individual before, during and long-term, if needed. Mvle's ise goals are to assist individuals develop a career path and provide them the holistic assistance to reach their career goal. Staff provide additional training when needed, and when appropriate. In addition, staff are available to help an employer identify reasonable accommodations. Employment specialists stay in close contact with the individual and their employer, helping him or her deal with new situations such as changes in work procedures and working through interpersonal issues with co-workers or supervisors. Fin 48 mvle, inc. Does not receive its own standalone audited financial statements; its operations are included within the financial statements of its parent organization: fedcap group, inc. The fin-48 footnote reproduced below is from the consolidated audited financial statements. Fedcap and its related entities follow guidance that clarifies the accounting for uncertainty in tax positions taken or expected to be taken in a tax return, including issues relating to financial statement recognition and measurement. This guidance provides that the tax effects from an uncertain tax position can only be recognized in the financial statements if the position is "more-likely-than-not" to be sustained if the position were to be challenged by a taxing authority. The assessment of the tax position is based solely on the technical merits of the position, without regard to the likelihood that the tax position may be challenged. Fedcap and its related entities are exempt from federal income tax under irc section 501(c)(3), though they are subject to tax on income unrelated to their respective exempt purpose, unless that income is otherwise excluded by the irc. These organizations have processes presently in place to ensure the maintenance of their tax-exempt status; to identify and report unrelated income; to determine their filing and tax obligations in jurisdictions for which they have nexus; and to identify and evaluate other matters that may be considered tax positions. Fedcap and its related entities have determined that there are no material uncertain tax positions that require recognition or disclosure in the consolidated financial statements.
