This does not include costs for the center's excecutive director and staff assistant who invest many hours in the program in the course of the year. Not does it include costs for thr use of the center's carpenetr's house, the location of ongoing activities of the center and office space for the staff. Samaritan fund: to meet the specific needs of families and individuals in distress who need help with homelessness and other short-term needs, the center created the samaritan fund. A careful accounting of this fund is maintained by the staff assistant. Grant to good shepherd ucc, sahuarita, az: this congregation on the arizona/mexico border is heavily involved in humanitarian ministry to migrants in distress in the sonoran desert. The center support helps the church with this humanitarian ministry. The center maintains a close relationship with this church. The center's executive director regularly attends an annual border issues fair sponsored by the church. Bethesda cares: bethesda cares is a humanitarian agency located in bethesda, maryland whose purpose is to provide housing and support for homeless men on the streets of the city. The agency has won high marks of late for its work in helping homeless veterans find sustainable housing. Thrive: thrive is a comprehensive agency in helena, arkansas seeking to revitalize this mississippi river delta city ravaged by poverty when textile mills moved away. The agency has been in operation for ten years and has made remarkable progress in helping eager and willing people create small business, art programs for youth, improved education and community facilities. The $500 grant is used for these purposes. In recent months thrive has led a city-wide effort to build a safe and sturdy playground for the children of the area, a facility not hitherto available in thrive's neighborhood of this hard-pressed city. Frontera de cristo/cafe justo: beginning 2014, the center launched a relationship with cafe justo, a coop of mexican farmers who grow, roast and produce quality coffee. The program enables the families to remain in their homeland and still make a better living for themselves. The coffee is sold primarily in churches now in all fifty states and canada. The center regularly orders coffee from the coop at sells it to members of local churches. The center also buys coffee in bulk to use during the coffee breaks of the esl program. If the center generates a profit, the proceeds are sent to the frontera de cristo ministry in douglas, arizona on the mexico/arizona border which is heavily involved in various ministries focusing on humanitarian support for migrants. Shaw community ministries: shaw is an inner-city ministry serving children in the shaw community of washington, dc in an after-school program. Shaw annually sponsors scholarship drive to help graduating seniors in the ministry attend college. Martha's table of washington, dc: in 1991, the briggs church began making approximately 300 sandwiches on a monthly basis for the highly regarded martha's table, a comprehensive washington, dc social service institution. When the center evolved from the church and became part of the westmoreland congregational united church of christ, a group coalesced that began making 500 sandwiches a month. Beginning 2009, the center expanded the program even more to make 1200 sandwiches on fifth saturdays of the year, four times annually. Along the way, the center augmented the sandwich making by supplying 100 small bags of fresh fruit along with the sandwiches. This effort has become a community wide enterprise attracting volunteers from the larger community, both adults and young people. Spiritual hospitality and meditation: the center supports a ministry of spiritual hospitality and weekly meditation in the center's carpenter's house. The carpenter's house: in addition to meeting space for weekly esl classes and office space for the center, the carpenter house is in use constantly for american and inte

IRS990ScheduleA/Form990ScheduleAPartVIGrp/ExplanationTxt0PART II, SECTION C, LINE 17A, FACTS AND CIRCUMSTANCES TEST:
IRS990ScheduleA/Form990ScheduleAPartVIGrp/ExplanationTxt1THE BRIGGS CENTER FOR FAITH AND ACTION ("THE CENTER") IS A NONPROFIT ORGANIZATION ORGANIZED IN 2007 FROM THE BRIGGS MEMORIAL BAPTIST CHURCH, WHICH WAS INCORPORATED IN WASHINGTON, D.C. IN 1952. THE CENTER'S MISSION IS TO PROVIDE RELIGIOUS, SPIRITUAL, HUMANITARIAN AND EDUCATIONAL ASSISTANCE FOR THE COMMUNITY.
IRS990ScheduleA/Form990ScheduleAPartVIGrp/ExplanationTxt2THE CENTER QUALIFIES AS A "PUBLICLY SUPPORTED" ORGANIZATION DESCRIBED UNDER SECTION 170(B)(1)(A)(VI) AND THEREFORE AS AN ORGANIZATION DESCRIBED IN SECTION 509(A)(1) BECAUSE IT SATISFIES THE "FACTS AND CIRCUMSTANCES TEST" SET FORTH IN SECTION 1.170A-9(E)(3) OF THE TREASURY REGULATIONS.
IRS990ScheduleA/Form990ScheduleAPartVIGrp/ExplanationTxt3THE CENTER IS ELIGIBLE FOR A DETERMINATION OF PUBLIC SUPPORT UNDER THE FACTS AND CIRCUMSTANCES TEST BECAUSE IT MEETS THE TWO THRESHOLD REQUIREMENTS FOR CONSIDERATION. FIRST, THE PORTION OF THE CENTER'S SUPPORT THAT QUALIFIES AS ELIGIBLE PUBLIC SUPPORT IS 23.37%, WHICH EXCEEDS THE 10% THRESHOLD REQUIRED UNDER TREASURY REGULATION SECTION 1.170A-9(E)(3)(I). SECOND, THE CENTER'S OPERATIONS ENSURE THAT IT WILL CONTINUE TO ATTRACT NEW AND ADDITIONAL PUBLIC SUPPORT, AS REQUIRED BY TREASURY REGULATION SECTION 1.170A-9(E)(3)(II). THE CENTER HAS AN ACTIVE FUNDRAISING PROGRAM TARGETING GOVERNMENT AGENCIES, INDIVIDUALS, PRIVATE FOUNDATIONS, AND FOR-PROFIT CORPORATIONS THAT SHARE ITS MISSION, THEREBY SATISFYING THE OTHER THRESHOLD REQUIREMENT FOR QUALIFYING AS PUBLICLY SUPPORTED UNDER THE FACTS AND CIRCUMSTANCES TEST.
IRS990ScheduleA/Form990ScheduleAPartVIGrp/ExplanationTxt4IN DETERMINING WHETHER THE CENTER MEETS THE "FACTS AND CIRCUMSTANCES TEST," THE TREASURY REGULATIONS ALSO PROVIDE A LIST OF FACTORS THAT SERVE AS INDICIA OF WHETHER AN ORGANIZATION QUALIFIES AS "PUBLICLY SUPPORTED". THE HIGHER THE PERCENTAGE OF SUPPORT ABOVE THE 10% REQUIREMENT, THE LOWER THE CENTER'S BURDEN IN ESTABLISHING IT'S PUBLICLY SUPPORTED NATURE WITH OTHER FACTORS. THESE ADDITIONAL FACTORS, DISCUSSED BELOW, PROVIDE FURTHER EVIDENCE THAT THE CENTER SATISFIES THE FACTS AND CIRCUMSTANCES TEST. BECAUSE THE CENTER'S PERCENTAGE OF SUPPORT IS 23.37%, THE CENTER HAS A LESSER BURDEN IN PROVING ITS PUBLICLY SUPPORTED NATURE THROUGH THESE FACTORS.
IRS990ScheduleA/Form990ScheduleAPartVIGrp/ExplanationTxt5THE CENTER HAS RECEIVED ITS PUBLIC SUPPORT FROM A WIDE VARIETY OF CONTRIBUTORS IN THE PAST FEW YEARS AND DOES NOT DEPEND ON A SINGLE FAMILY FOR CONTRIBUTIONS, TWO FACTS THAT PROVIDE FURTHER SUPPORT FOR THE CENTER'S QUALIFICATION AS A "PUBLICLY SUPPORTED" ENTITY. THESE DONORS INCLUDE TAX-EXEMPT ENTITIES, A FOR-PROFIT CORPORATION, AND INDIVIDUALS. THE CENTER PLANS TO CONTINUE REACHING OUT TO NEW DONORS IN THE COMING YEARS.
IRS990ScheduleA/Form990ScheduleAPartVIGrp/ExplanationTxt6THE CENTER ENJOYS BROAD SUPPORT FROM THE LOCAL COMMUNITY AS EVIDENCED BY THE MORE THAN 50 LOCAL VOLUNTEERS THAT PARTICIPATE IN OR LEAD ITS FREE ENGLISH AS A SECOND LANGUAGE CLASSES (PROVIDED MULTIPLE TIMES PER WEEK DURING THE YEAR, APPROXIMATELY 150 VOLUNTEER HOURS EACH WEEK) AND SANDWICH MAKING PROGRAMS (CONDUCTED AT LEAST ONCE A MONTH, APPROXIMATELY 650 HOURS A YEAR). THE CENTER TAKES LEADERSHIP IN HEALING COMMUNITIES, AN EFFORT TO PROVIDE SUPPORT FOR INDIVIDUALS RETURNING FROM INCARCERATION WITH 80 LOCAL CHURCHES WITH LITERALLY HUNDREDS OF VOLUNTEER HOURS INVOLVED. THE CENTER'S HEADQUARTERS BUILDING, THE CARPENTER'S HOUSE OFFERS A VARIETY OF SERVICES EACH MONTH WITH AS MANY AS TEN VOLUNTEERS GIVING 150 HOURS EACH MONTH. THE CENTER IS INVOLVED WITH A DESERT MINISTRY ON THE TEXAS/MEXICO BORDER WITH THE CHURCH OF THE GOOD SHEPHERD, SAHUARITA, AZ REQUIRING ABOUT TWENTY VOLUNTEER HOURS A MONTH.
IRS990ScheduleA/Form990ScheduleAPartVIGrp/ExplanationTxt7THE REPRESENTATIVE NATURE OF AN ORGANIZATION'S GOVERNING BODY IS ALSO A FACTOR IN DETERMINING WHETHER IT QUALIFIES UNDER THE "FACTS AND CIRCUMSTANCES TEST." IN CONSIDERING WHETHER A BOARD IS REPRESENTATIVE, SUCH FACTORS AS THE MEMBERS' EXPERTISE IN THE RELEVANT FIELD, THEIR HISTORY OF LEADERSHIP IN THE COMMUNITY AND THEIR TRADITION OF PUBLIC SERVICE ARE RELEVANT. THE CENTER'S BOARD OF DIRECTORS INCLUDES A VARIETY OF INDIVIDUALS WITH EXCEPTIONAL BACKGROUNDS AND VERY MUCH INVOLVED WITH PROVIDING ASSISTANCE TO THE COMMUNITY. THE FOLLOWING INDIVIDUALS CURRENTLY SERVE ON THE CENTER'S BOARD OF DIRECTORS:
IRS990ScheduleA/Form990ScheduleAPartVIGrp/ExplanationTxt8PRESIDENT/CHAIR: ROBERT SHUE - MR. THE CLINIC PROVIDES IMMIGRATION SERVICES TO INDIGENT MEMBERS OF THE COMMUNITY WITH VARIOUS IMMIGRATION RELATED BENEFITS FROM THE U.S. GOVERNMENT. CURRENTLY, MR. HAILE LEADS THE LEGAL SERVICES PROGRAM.
IRS990ScheduleA/Form990ScheduleAPartVIGrp/ExplanationTxt13UNDER SECTION 1.170A-9(E)(3)(VI)(C)(1) OF THE TREASURY REGULATIONS, ONE FACTOR INDICATING THAT AN ORGANIZATION QUALIFIES AS "PUBLICLY SUPPORTED" UNDER THE FACTS AND CIRCUMSTANCES TEST IS THAT "MEMBERS OF THE PUBLIC HAVING SPECIALIZED KNOWLEDGE OR EXPERTISE, PUBLIC OFFICIALS, OR CIVIC OR COMMUNITY LEADERS" PARTICIPATE IN, OR SPONSOR, THE ORGANIZATION'S PROGRAMS. AS DISCUSSED ABOVE, ALL OF THE CENTER'S BOARD MEMBERS ARE VERY MUCH INVOLVED IN THE COMMUNITY AND ALL HAVE EXPERTISE IN RELIGION, FAITH AND NON-PROFIT CHARITABLE SUPPORT ACTIVITIES.
IRS990ScheduleA/Form990ScheduleAPartVIGrp/ExplanationTxt14FURTHER, THE CENTER SPONSORS MULTIPLE PROGRAMS INVOLVING VOLUNTEERS WITH SPECIALIZED KNOWLEDGE AND EXPERTISE. TEN TEACHERS, MANY WITH DEGREES IN VARIOUS FIELDS OF HIGH SCHOOL AND COLLEGE EDUCATION, TEACH IN THE CENTER'S ENGLISH AS SECOND LANGUAGE PROGRAM. IRS990ScheduleA/Form990ScheduleAPartVIGrp/ExplanationTxt15IN SUMMARY, THE CENTER HAS THE CHARACTERISTICS OF A "PUBLICLY SUPPORTED" ORGANIZATION, BASED ON THE FACTS AND CIRCUMSTANCES TEST DESCRIBED IN SECTION 1.170A-9(E)(3) OF THE TREASURY REGULATIONS. SPECIFICALLY, A SMALL NUMBER OF DONORS DO NOT CONTROL THE CENTER; RATHER THE CENTER IS A GROWING INSTITUTION THAT BEARS MANY OF THE INDICIA OF A "PUBLICLY SUPPORTED" ORGANIZATION, INCLUDING PUBLIC SUPPORT FROM A WIDE CROSS-SECTION OF DONORS AND VOLUNTEERS, WITH A REPRESENTATIVE GOVERNING BODY. MOREOVER, THE CENTER IS CONTINUING TO SEEK NEW SOURCES OF SUPPORT FROM THE GENERAL PUBLIC AS WELL AS OTHER ORGANIZATIONS. ACCORDINGLY, THE CENTER QUALIFIES AS A "PUBLICLY SUPPORTED" ORGANIZATION DESCRIBED IN SECTION 170(B)(1)(A)(VI).
