Profile

The humane society of the united states' (hsus) mission is to celebrate animals and confront cruelty. More information on the hsus's program service accomplishments is available at humanesociety.org. The hsus is the nation's largest animal protection organization, with a distinct mission, protecting animals through direct care, corporate reform, education, disaster and emergency response, field work, investigations, litigation, research, scientific and technical analysis, media outreach, public advocacy, and legislative and policy initiatives. From hsus' founding in 1954, the hsus has sought to complement and enhance the work of local and regional humane groups, promoting the protection of animals at the national level, tackling issues whose scope and magnitude exceed the capacity of local organizations, and working to expand the humane movement throughout the united states and abroad. The founders of the hsus did not seek to replicate the activities of local organizations but chos

Mission and Program Overview

Mission

The humane society of the united states fights the big fights to end suffering for all animals and achieve the vision behind its name: a humane society. The hsus works to end the cruelest practices toward all animals, care for animals in crisis, and build a stronger animal protection movement.

Humane World for Animals, Inc., formerly known as the Humane Society of the United States (THE HSUS), seeks to tackle the root causes of animal cruelty and suffering.

Form 990, Part III, Line 4A Care for animals in crisis (continued)

CONTINUED FROM PART III, LINE 4a The Animal Rescue Team collaborates with law enforcement agencies and government officials, as well as other non-profit organizations, to provide rescue, relief and evacuation of animals in the U.S. and around the world. The team coordinates the distribution of food and other resources during emergency field rescues and other operations. The animals rescued include the victims and survivors of puppy mill cruelty and fighting rings, other cruelty and neglect or disaster and/or emergency situations. With respect to disasters, the Organization also works to prevent future threats to animals by partnering with local, regional and federal response agencies on preparedness and animal safety plans. In response to Hurricane Helene, the Organization sent four teams to help responders in two Florida counties and two Tennessee counties, donating food and supplies for more than 5,000 animals and providing veterinary services and care for several hundred more. In New Jersey, the Organization's responders assisted law enforcement authorities with their removal of over 120 dogs from a compound allegedly used by a dogfighting ring. In Oklahoma, the Organization assisted the Johnston County Sheriff's Office with the rescue of 250 dogs and four cats from terrible conditions at breeding operations. The Organization also responded to support the Grady County, Oklahoma Sheriff's Office with the rescue of some 270 animals, including dogs, cats and exotic birds. The Organization assisted the Topeka, Kansas Police Department with a suspected case involving 22 large-breed dogs, 48 cats and several small mammals. In Berkley County, South Carolina, the Organization provided funding and assistance for an investigation of a poisoning incident involving 13 cats. In Fairfield, South Carolina, the Organization supported the rescue of 31 dogs. In Tennessee, the Organization's responders rescued more than 100 rabbits from the home of an overwhelmed owner who sought help in rehoming them. In Chile, Animal Rescue Team members deployed to Vina del Mar for two weeks to support operations at a temporary field clinic for injured animals. In India, rescue teams responded to severe flooding in West Bengal, distributing food and supplements to prevent some 2000 animals from starving to death; to the plight of animals and people affected by devastating floods in Assam; to hundreds of animals affected by landslides and floods in Kerala; and to the illegal transport of 750 animals from India to Nepal for a mass animal killing festival called Gadhamai. In Thai Nguyn, Viet Nam, the Organization's responders rescued over 50 puppies from two dog-fattening farms, helping the farmers to transition to humane livelihoods, and rescued 20 cats from a cat-fattening farm and slaughterhouse, supporting the operator's shift to growing tea and fruit for local markets.

Form 990, Part III, Line 4C End the Cruelest Practices (continued)

CONTINUED FROM PART III, LINE 4c (1 of 3) Stopping puppy mills, ending pet store puppy sales: The Organization defeated efforts by Petland and its allies to pass dangerous preemption legislation that would have stymied local pet store ordinances in Kansas, Kentucky and Missouri. More than a dozen of the puppy mills exposed in the 2024 Horrible Hundred report permanently closed. The Organization discovered that more than 20 breeders highlighted in the report have links to the American Kennel Club. Together with advocates in a host of communities, the Organization helped to pass 20 local laws to ban pet store sales of puppies. To date, nearly 500 cities and towns have passed such laws. After the Organization's strong push, Vermont became the eighth U.S. state to prohibit the sale of puppies in pet stores statewide. The New York state attorney general announced a $300,000 settlement with a puppy store that sold sick puppies from puppy mills in a case that the Organization helped to strengthen with reports, undercover footage and other evidence. The U.S. Court of Appeals for the 4th Circuit upheld Maryland's statewide prohibition on the sale of dogs and cats in pet stores; the Organization filed an amicus brief in the case. End the use of fur in fashion: The antifur campaign drove a number of exciting developments in 2024 via media mentions, public policy efforts, and corporate social responsibility outreach. Max Mara ended its use of animal fur after the Organization led a pressure campaign with coalition partners in the Fur Free Alliance. Fashion houses Marc Jacobs and Alexander Wang also made fur-free commitments. The Organization helped Arlington and Attleboro, Massachusetts become the 15th and 16th U.S. municipalities to ban the sale of new fur products, and Minnesota to become the first state to regulate fur farms with requirements for disease testing and inspections. The Organization's undercover investigation of California retailers exposed shops that were continuing to sell animal fur in violation of state law. In Europe, Romania prohibited fur farming in the aftermath of our multiyear campaign that included an undercover investigation showing chinchillas confined in small, filthy wire cages for their entire lives. End animal testing: In the U.S., the Organization made great gains in efforts to help animals in laboratories. Inotiv, one of the largest animal testing companies in the nation, was ordered to pay more than $35 million, including an 11 million dollar fine for violating the Animal Welfare Act, the largest AWA fine in U.S. history. In 2022, after a federal investigation, the Organization rescued and helped to find homes for more than 4,000 beagles released from the facility. The Organization's long-running campaign and litigation efforts led the National Institutes of Health to announce its decision to move 23 government-owned chimpanzees from the Alamogordo Air Force Base to Chimp Haven, a suitable Louisiana sanctuary. The Organization's campaign to halt construction of a proposed monkey breeding warehouse to hold up to 30,000 long-tailed macaques bred for experiments led to the project's suspension after local residents and other Georgia citizens expressed their opposition.

Form 990, Part III, Line 4C End the Cruelest Practices (continued)

Continued from Part III, Line 4c (2 of 3) The Organization successfully advocated for passage of a Washington state law to ban the sale of cosmetics newly tested on animals. There was progress in other countries too. India revised its pharmaceutical guidelines to waive redundant lethal tests of veterinary vaccines on dogs, cats and other animals. Brazil enacted its first-ever chemicals management bill into law, requiring that a plan be prepared for the phase out of animal testing for chemicals, and approved guidelines that include a human cell-based, animal-free method to test the safety of medicines and vaccines. The Organization's animal research issues division played an active role in these achievements, providing scientific evidence and technical support to lawmakers and government regulators. In South Korea, the Organization advised on the reintroduction of important legislation calling for the promotion of alternatives to animal use in testing and research. Ending the extreme confinement of animals raised for food: In its ongoing efforts to defend and preserve California's historic Proposition 12 and other pioneering animal welfare and public health laws, the Organization carried out a range of activities to prevent passage of the Ending Agricultural Trade Suppression (EATS) Act, a bill in Congress that seeks to undermine California's Proposition 12 and other animal welfare laws like it at the state level. This campaign employed social media, an op-ed strategy with small-scale family farmers and public policy advocacy, among other actions. In March 2024, the percentage of cage-free hens in U.S. reached 40% for the first time, a direct result of the Organization's years of campaigning on this issue which began when that number was in the single digits. An estimated 123 million hens were raised cage-free during the year. Cal-Maine, the largest egg producer in the world, announced that it will invest an additional $40 million in cage-free egg production, mainly to adapt to state laws mandating cage-free eggs. The Organization persuaded HHS, one of the largest food service corporations in the U.S., to increase its plant-based menu goal to 50%, set a meat reduction goal of 25% by 2027, and update its general welfare commitment for chickens. McDonalds, a longtime target of our cage-free campaign, which uses nearly 2 billion eggs a year in the U.S. alone, declared that 100% of the eggs used at its U.S. locations are from cage-free hens, two years ahead of schedule. Aramark, with which the Organization has long partnered for progress, reported that 83% of its U.S.-sourced eggs are now cage-free (affecting the welfare of over 560,000 hens), and that it is on track to be 100% cage-free by 2026. Ahold Delhaize USA, parent company of grocery chains Giant and Food Lion, adopted a timeline for converting all private label eggs to 100% sourced from cage-free hens. There was substantial progress at the international level in the protection of animals raised for food. Through the efforts of Humane World for Animals International, FKA HSI, seven financial institutions agreed to adopt incentives for higher welfare cage or crate-free production in financing and investing; and a Malaysian government bank provided advantageous financing for construction of the country's first cage-free aviary. There were 18 new corporate pledges to adopt policies for cage-free or crate-free procurement by 2030. This global work led 14 food producers to expand or completely transition to cage or crate-free systems, and 18 companies implemented their previously stated cage-free commitments during the year. The second-largest producer in the world began its cage-free production in 2024, following five years of advocacy by the Organization, and affecting the lives of 2.5 million hens a year. In Brazil, Humane World for Animals International, FKA HSI, persuaded the largest independent pig producer in the country to reduce the confinement of mother pigs in gestati

Continued from Part III, Line 4b (1 of 3) Access to care: The Pets for Life (PFL) and Rural Area Veterinary Service (RAVS) programs support pets and their families living in underserved and indigenous communities, tackling the various barriers that limit access to care, resources and support for companion animals in those places. Increasingly, the Organization committed to provide such services in other nations, too. In 2024, PFL and RAVS helped pets across the U.S, in cities large and small, and communities in rural and remote areas. In the core communities in which the Organization is active, the ORganization helped over 16,200 animals and delivered 66,700 pet health services at no charge to owners and caregivers. Through the ORganization's mentorship and supported partners, the Organization provided help and support to another 35,200 animals. In 46 U.S. states and Puerto Rico, the Organization also distributed over 8 million pounds of food and 5,500 pallets of pet supplies valued at $34 million.

Form 990, Part III, Line 4B Build A stronger animal protection movement (Continued)

Continued from Part III, Line 4b (2 of 3) RAVS hosted 22 veterinary field clinics, training 364 professionals and students in veterinary medicine, surgery and access-to-care concerns. Participants contributed over 25,400 volunteer hours. The Organization also supported important public policy measures in 11 states and Washington, DC, to help keep people and pets together. The legislation included placing caps on pet fees, removing restrictive pet policies in low-income rental housing, ending breed discrimination in property insurance and repealing breed-specific legislation. The More than a Pet campaign garnered strong corporate support for expanding access to care, exceeding $1.5 million in cash and in-kind contributions. The Organization's work generated more than 280 million multimedia impressions. Elsewhere in the world, access to care was also a priority. In Romania, Humane World for Animals International, FKA HSI, supported local partners to expand access to lifesaving veterinary services in isolated, impoverished and underserved areas. Through these efforts, more than 70% of street dogs in Lucknow, India, the largest city in the state of Uttar Pradesh, have been sterilized, reaching a critical threshold for reducing the overall dog population there. Also in India, the Organization's mobile animal clinic in Hubli Dharwad provided lifesaving treatment and surgeries to over 1,200 animals. In Chile, the first-ever dedicated mobile veterinary team delivered care and services to animals across the country. In South Africa, the Organization joined local partners in a project that provided care to more than 2,000 animals in need in underserved communities in Cape Agulhas in the Western Cape. In Germany, the Organization worked with state and private partners in Schleswig-Holstein to initiate a trap-neuter-return program as a model for sustainable, humane cat interventions. In Mexico, the Organization launched a program with state and municipal partners to improve the welfare of companion animals in rural and low-income households in Aguascalientes. In Costa Rica, 64 dogs and 19 cats received free preventive care during a two-day veterinary clinic in Tortuguero, an isolated community. Training and Education: The annual Animal Care Expo- the largest international educational conference and trade show for animal welfare professionals and volunteers in the world-hosts over 2,500 attendees each year. In workshop tracks, learning labs and main stage sessions, expert presenters cover all aspects of animal welfare- including animal sheltering, rescue work, animal care and field services and investigations. Establishing and strengthening legal protections for all animals: If measured by the number of humane bills passed, the 118th session would not appear especially successful. In fact, it was a congressional session of untold significance. With 15 states including Arizona, Ohio and Florida having banned intensive confinement of farm animals, the Organization repelled a series of attacks in the U.S. Congress on California's Proposition 12 and other state animal welfare laws including the Exposing Agricultural Trade Suppression (EATS) Act and some proposed amendments to the Farm bill. While they did not pass, the government affairs team of Humane World for Animals, Inc., FKA the HSUS, helped to secure more than 200 co-sponsors in the House for five priority measures: the Better Collaboration, Accountability and Regulatory Enforcement (CARE) for Animals Act, the Puppy Protection Act, the Humane Cosmetics Act, the Prevent All Soring Tactics (PAST) Act (another bill with strong support in the Senate, with 54 co-sponsors), and the Save America's Forgotten Equines (SAFE) Act. The organization played a key role in the passage of a Vermont law to prohibit the sale of puppies in pet stores. The Law Enforcement Training Center conducted 138 seminars, reaching more than 12,000 law enforcement officers, prosecutors and animal care professionals. Th

Together with Humane World for Animals International, formerly known as Humane Society International (HSI), and other affiliated organizations [all now encompassed within the unitary brand], Humane World for Animals, Inc., FKA the HSUS, works around the globe to protect companion animals and wildlife, improve farm animal welfare, promote animal-free testing methods and reform industries that harm animals. Through its rescue, response and sanctuary work, as well as other direct services, the organization helps thousands of animals in need. It also works to end the cruelest practices toward animals, care for animals in crisis and build a stronger animal protection movement worldwide.

Form 990, Part III, Line 4B Build A stronger animal protection movement (Continued)

CONTINUED FROM PART III, LINE 4B (3 OF 3) The Wild Neighbors team conducted more than 2,200 trainings in human-wildlife conflict resolution for animal care and service professionals. In Costa Rica, The Organization helped to train more than 170 law enforcement officials on how to combat the illegal wildlife trade and in best handling practices for confiscated animals. In addition, the Organization worked to strengthen wildlife coexistence practices dealing with vehicle collisions, ethical tourism and conflict mitigation involving wild animals and farm animals. The Organization also conducted trainings in Argentina, El Salvador, Guatemala, India and Mexico.

Form 990, Part III, Line 4C End the Cruelest Practices (continued)

Continued from Part III, Line 4c (3 of 3) Transforming the food service industry worldwide is a primary goal of the organization. In 2024, this resulted in a shift to 8 million more plant-based meals offered daily, or 2.8 billion more plant-based meals annually. Commitments in Asia, Africa, India, Canada and Latin America promise to transition more than 700,000 meals every year to plant-based annually. The Organization's efforts included outreach work to over 965 chefs and nearly 450 educators, nutritionists and other parties. End trophy hunting: With allies, the Organization won an injunction in a U.S. federal court, halting wolf trapping in roughly half of the state of Idaho. In the state of Washington, the Organization helped to defeat an attempt to downlist wolves from "endangered" to "sensitive" status. In Minnesota, the Organization successfully opposed a bill in the state senate to mandate an open wolf hunting and trapping season. In Wisconsin, the Organization successfully prevented a veto override of a harmful wolf hunting bill. Rhode Island lawmakers passed a law to ban captive hunting operations, joining 26 other states that have fully or partially prohibited the trophy hunting of animals shot and killed within fenced enclosures. Drawing on the Organization's broad knowledge and long opposition to captive hunting operations, the Organization provided both written and public testimony. In response to a petition that the Organization filed with allies, the Fish and Wildlife Commission of Washington state voted to roll back harmful trophy hunting provisions targeting cougars. The Organization's support for keeping grizzly bears in the Greater Yellowstone and Northern Continental Divide ecosystems on the endangered species list led the U.S. Fish and Wildlife Service to launch a review of the animals' status. As a result, grizzlies remained on the federal protected list. In Canada, Humane World for Animals International, FKA HSI, fought off an effort to repeal a ban on spring bear hunting in Nova Scotia. End cruel wildlife killing: The Organization's efforts helped to persuade Michigan's Natural Resources Commission to close the state's coyote hunting season from mid-April to mid-July, when coyotes are raising their pups. End trafficking in wildlife and wildlife products: In the U.S., the Organization released an undercover investigation that exposed the thriving market for elephant ivory in Connecticut. A U.S. Appeals court upheld New York state's ban on the sale of elephant ivory and rhino horn; since 2018, Humane World for Animals, Inc., fka the HSUS, attorneys have represented the organization and others in defending the New York law in court. Belgian lawmakers voted unanimously to prohibit the import of hunting trophies from endangered species. The Organization's wildlife and EU campaigners worked with key legislators for several years to achieve this import ban in Belgium's Parliament. In Guatemala, with partners, Humane World for Animals International, FKA HSI, helped to rehabilitate and release 112 animals, representing 18 species, rescued from wildlife trafficking and related practices. Captive wildlife acts: In a victory that took many years to achieve, the Organization worked with partners to ensure passage of a Massachusetts law banning the use of elephants, big cats, primates, giraffes and bears in traveling acts and shows. The Organization also played a role in Maryland's prohibition on the use of elephants, big cats, bears and non-human primates in traveling acts or circuses. The Organization also led the effort to make La Crosse, Wisconsin, the 199th U.S. locality to ban wild animal acts. The Organization's undercover investigations and formal complaints led the U.S. Department of Agriculture to cite Tiger Safari Zoological Park in Oklahoma for Animal Welfare Act violations, and led to an official warning about cruelty at Sloth Encounters in Islip, New York. The Organization's investigation of SeaQuest ex
