Mission

The exempt purpose of the counicl is to elevate the building trades, to promote working conditions and jobs for its members, to engage in cultural, civic, legislative, fraternal, educational, charitable welfare, social and other activites which further the interest, directly or indirectly, of this organization and its membership and to use legal and appropriate means for the accomplishment of the foregoing objectives.

The exempt purpose of the council is to elevate the building trades, to promote working conditions and jobs for its members, to engage in cultural, civic, legislative, fraternal, educational, charitable welfare, social and other activities which further the interest, directly or indirectly, of this organization and its membership and to use legal and appropriate means for the accomplishment of the foregoing objectivies. This is essentially the only program service of the organization and all of the revenues and expenses are considered to be for this purpose.

Governance Explanations

Form 990, Part VI, Section A, Line 6

Membership in the council is confined to bona fide building and construction trades local unions in good standing with the international union. Unions affiliated with the building and construction trades department and associate members of the building and construction department, which local unions, must be accepted upon application. Each local union is allowed delegates based upon the number of members on which it pays per capita.

Local union delegates have the right to elect officers of the council. The number of each local union member delegates are determined based on the number of members on which it pays per capita.

Form 990, Part VI, Section A, Line 7B

Any decision to amend the constitution and bylaws of the council shall be submitted in writing to the bylaws committee for consideration and read at two consecutive meetings of the council before being voted upon. A two-thirds (2/3) vote of all delegates present shall be required for its adoption.

The return preparer emails a copy of the final version of the form 990 to the council's president and executive secretary-treasurer for review and approval prior to filing.

The executive board of the counicl approved, in a prior year, the process for determining the compensation of the executive-treasurer and business agents. The executive secretary-treasurer receives a salary that is equal to the average of the 2nd through 6th highest paid business managers of each affiliated local. Union business agents receive a salary equal to 80% of tghe executive secretary-treasurer wage for the first yeao of employment, and 90% of the secretary-treasurer's salary thereafter.

Financial Statement Notes

PART X, LINE 2:

In july 2006, fasb issued interpretation no 48, accounting for uncertainty in income taxes- an interpretation of fasb statement no 109, now codified in asc topic-income taxes this standard clarifies the accounting for uncertainty in income taxes recognized in an organization's financial statements and prescribes a recognized threshold and measurement attribute for tax positions taken or expected to be taken on a tax return, including the entity's status as a tax-exempt entity. The council adopted this standard effective january 1, 2010 and had no significant uncertain tax positions at the date of adoption or at december 31, 2013. Accordingly, the adoption did not have a material effect on the financial statements.
