Form 990, Page 2, Part III, Line 4A

The community media center (cmc) provides a comprehensive array of digital media services for carroll county, maryland and adjacent communities. Services include outreach, training, production facilitation, production and creative services and digital media distribution via cable, video streaming, web and social media. The cmc provides video coverage for eight municipalities in carroll county, maryland. This includes routine gavel-to-gavel meeting coverage as well as special meetings and events. Meetings are streamed live on the cmc's website, on social media platforms and on cable channel 23 to ensure broad access for the public to engage with their local governments. In fy 2022, cmc covered 114 municipal meetings and events, airing a total of 163 hours of municipal programming. In addition to regular events, cmc provided coverage of a special mayoral election in the town of mount airy following the death of the town's mayor. Cmc produced candidate profiles, a candidate forum and a recap report for the mount airy special election. Cmc's efforts reached over 3,600 people on youtube with a 12% engagement rate. For the primary election, cmc developed an online voters' guide to provide the public with important election information including dates, polling locations and information about candidates running for office. Cmc provided no-cost production services with strict guidelines to ensure nonpartisan equal treatment, in the form of candidate video profiles. All 37 candidates running for office in 10 contested local races were invited and 86% of the candidates participated. Cmc also conducted candidate forums for four electoral races and provided coverage for two additional forums organized by local organizations. All forums were streamed live on cable channels hd-1086 and channel 19 as well as on facebook, youtube and the cmc website (carrollmediacenter.org). On youtube, the combined reach of cmc's candidate profiles was over 35,000. In fy 2022, the cmc expanded its local sports coverage. Cmsportsnet provided coverage of local high school football, boys & girls soccer, boys & girls basketball, high school wrestling and boys & girls lacrosse. In addition, cmsportsnet provided coverage of carroll community college's men's soccer and men's lacrosse games. Live game coverage was distributed on cable channel hd-1086, youtube, facebook and on cmc's website. Cmsportsnet covered a total of 82 regular season games and 23 playoffs during the 2021-2022 school year. In addition to game coverage, cmsportsnet produced clipzone plays, game highlights and four half-hour season wrap up shows. Cmsportsnet also added post-game interviews, an athlete of the week feature, and a plays of the month feature. In fy 2022 cmsportsnet launched a blog and a podcast. The "sports talk" blog published 45 entries in the first season with links posted on cmsportsnet.com and shared on facebook and twitter. "the score & more" podcast featuring cmsportsnet reporter, pat stoetzer and carroll county public schools's supervisor of athletics, michael duffy, produced 27 episodes and generated over 500 downloads during its first season. Episodes are available on popular podcast platforms, social media and on the cmsportsnet web page. The cmc introduced a new pilot series: "real talk." the program, produced in coordination with the carroll county state's attorney's office, was designed to shed light on the impact of substance use disorders, remove the stigma and provide information and resources. Hosted by tim weber, sao community education liaison, the program features people in recovery, family members of those who suffer from a substance use disorder, counselors in treatment centers and local experts. A total of 5 episodes were produced in fy 2022. The combined reach on youtube was 18,140 generating a 16% engagement rate. SERVICES INCLUDE OUTREACH, TRAINING, PRODUCTION FACILITATION, PRODUCTION AND CREATIVE SERVICES AND DIGITAL MEDIA DISTRIBUTION VIA CABLE, VIDEO STREAMING, WEB AND SOCIAL MEDIA. THE CMC PROVIDES VIDEO COVERAGE FOR EIGHT MUNICIPALITIES IN CARROLL COUNTY, MARYLAND. THIS INCLUDES ROUTINE GAVEL-TO-GAVEL MEETING COVERAGE AS WELL AS SPECIAL MEETINGS AND EVENTS. MEETINGS ARE STREAMED LIVE ON THE CMC'S WEBSITE, ON SOCIAL MEDIA PLATFORMS AND ON CABLE CHANNEL 23 TO ENSURE BROAD ACCESS FOR THE PUBLIC TO ENGAGE WITH THEIR LOCAL GOVERNMENTS. IN FY 2022, CMC COVERED 114 MUNICIPAL MEETINGS AND EVENTS, AIRING A TOTAL OF 163 HOURS OF MUNICIPAL PROGRAMMING. IN ADDITION TO REGULAR EVENTS, CMC PROVIDED COVERAGE OF A SPECIAL MAYORAL ELECTION IN THE TOWN OF MOUNT AIRY FOLLOWING THE DEATH OF THE TOWN'S MAYOR. CMC PRODUCED CANDIDATE PROFILES, A CANDIDATE FORUM AND A RECAP REPORT FOR THE MOUNT AIRY SPECIAL ELECTION. CMC'S EFFORTS REACHED OVER 3,600 PEOPLE ON YOUTUBE WITH A 12% ENGAGEMENT RATE. FOR THE PRIMARY ELECTION, CMC DEVELOPED AN ONLINE VOTERS' GUIDE TO PROVIDE THE PUBLIC WITH IMPORTANT ELECTION INFORMATION INCLUDING DATES, POLLING LOCATIONS AND INFORMATION ABOUT CANDIDATES RUNNING FOR OFFICE. CMC PROVIDED NO-COST PRODUCTION SERVICES WITH STRICT GUIDELINES TO ENSURE NONPARTISAN EQUAL TREATMENT, IN THE FORM OF CANDIDATE VIDEO PROFILES. ALL 37 CANDIDATES RUNNING FOR OFFICE IN 10 CONTESTED LOCAL RACES WERE INVITED AND 86% OF THE CANDIDATES PARTICIPATED. CMC ALSO CONDUCTED CANDIDATE FORUMS FOR FOUR ELECTORAL RACES AND PROVIDED COVERAGE FOR TWO ADDITIONAL FORUMS ORGANIZED BY LOCAL ORGANIZATIONS. ALL FORUMS WERE STREAMED LIVE ON CABLE CHANNELS HD-1086 AND CHANNEL 19 AS WELL AS ON FACEBOOK, YOUTUBE AND THE CMC WEBSITE (CARROLLMEDIACENTER.ORG). ON YOUTUBE, THE COMBINED REACH OF CMC'S CANDIDATE PROFILES WAS OVER 35,000. IN FY 2022, THE CMC EXPANDED ITS LOCAL SPORTS COVERAGE. CMSPORTSNET PROVIDED COVERAGE OF LOCAL HIGH SCHOOL FOOTBALL, BOYS & GIRLS SOCCER, BOYS & GIRLS BASKETBALL, HIGH SCHOOL WRESTLING AND BOYS & GIRLS LACROSSE. IN ADDITION, CMSPORTSNET PROVIDED COVERAGE OF CARROLL COMMUNITY COLLEGE'S MEN'S SOCCER AND MEN'S LACROSSE GAMES. LIVE GAME COVERAGE WAS DISTRIBUTED ON CABLE CHANNEL HD-1086, YOUTUBE, FACEBOOK AND ON CMC'S WEBSITE. CMSPORTSNET COVERED A TOTAL OF 82 REGULAR SEASON GAMES AND 23 PLAYOFFS DURING THE 2021-2022 SCHOOL YEAR. IN ADDITION TO GAME COVERAGE, CMSPORTSNET PRODUCED CLIPZONE PLAYS, GAME HIGHLIGHTS AND FOUR HALF-HOUR SEASON WRAP UP SHOWS. CMSPORTSNET ALSO ADDED POST-GAME INTERVIEWS, AN ATHLETE OF THE WEEK FEATURE, AND A PLAYS OF THE MONTH FEATURE. IN FY 2022 CMSPORTSNET LAUNCHED A BLOG AND A PODCAST. THE "SPORTS TALK" BLOG PUBLISHED 45 ENTRIES IN THE FIRST SEASON WITH LINKS POSTED ON CMSPORTSNET.COM AND SHARED ON FACEBOOK AND TWITTER. "THE SCORE & MORE" PODCAST FEATURING CMSPORTSNET REPORTER, PAT STOETZER AND CARROLL COUNTY PUBLIC SCHOOLS'S SUPERVISOR OF ATHLETICS, MICHAEL DUFFY, PRODUCED 27 EPISODES AND GENERATED OVER 500 DOWNLOADS DURING ITS FIRST SEASON. EPISODES ARE AVAILABLE ON POPULAR PODCAST PLATFORMS, SOCIAL MEDIA AND ON THE CMSPORTSNET WEB PAGE. THE CMC INTRODUCED A NEW PILOT SERIES: "REAL TALK." THE PROGRAM, PRODUCED IN COORDINATION WITH THE CARROLL COUNTY STATE'S ATTORNEY'S OFFICE, WAS DESIGNED TO SHED LIGHT ON THE IMPACT OF SUBSTANCE USE DISORDERS, REMOVE THE STIGMA AND PROVIDE INFORMATION AND RESOURCES. HOSTED BY TIM WEBER, SAO COMMUNITY EDUCATION LIAISON, THE PROGRAM FEATURES PEOPLE IN RECOVERY, FAMILY MEMBERS OF THOSE WHO SUFFER FROM A SUBSTANCE USE DISORDER, COUNSELORS IN TREATMENT CENTERS AND LOCAL EXPERTS.
