Mission and Program Overview

Mission

The migration policy institute (mpi) is an independent, non-partisan, nonprofit think-tank dedicated to the study of the movement of people worldwide. Mpi provides analysis, development and evaluation of migration and refugee policies at the local, national, and international levels. Mpi aims to meet the demand for pragmatic and thoughtful responses to the challenges and opportunities that large-scale migration, whether voluntary or forced, presents to communities and institutions in an increasingly integrated world.

The nonpartisan migration policy institute seeks to improve immigration and integration policies through authoritative research and analysis, opportunities for learning and dialogue, and the development of new ideas to address complex policy questions.

Governance Explanations

Form 990, Part VI, Section A, Line 2

Margaret mchugh (key employee) and demetri papademetriou (trustee and distinguished fellow) have a family relationship.

Form 990, Part VI, Section B, Line 11B

The form 990 was prepared by the outside accountants and reviewed by the president and the director of finance. After the form was approved by these persons, the form was emailed to all members of the board of trustees. They were given a one-week comment period, after which, the form was filed with the irs.

Form 990, Part VI, Section B, Line 12C

Each year, board members, officers, and key employees review the conflict of interest policy and complete a conflict of interest disclosure statement. Each new covered person must review a copy of the policy and is reminded of the obligation to conform to it. Each covered person must complete a conflict of interest information form identifying any relationships, positions, or circumstances in which the covered person is involved that could create a conflict of interest. If a board member has a conflict of interest on a matter before the board, the covered person discloses all relevant facts to the board, is not permitted to hear the board discussion regarding the matter except to disclose material facts, must not seek to influence board members regarding the matter, and is not permitted to vote on the matter. Board minutes for the meeting reflect the disclosure of the conflict of interest and the fact that the board member was not permitted to discuss or vote on the matter. The board member with a conflict of interest will not be counted as a member for the purposes of establishing a quorum of the board. If a board member is not certain whether or not a conflict of interest exists, then the board member must disclose all relevant facts to the board and the board makes a determination of whether or not a conflict exists.

Form 990, Part VI, Section B, Line 15A

The board of trustees performs an annual review of the compensation of the president, who serves as the chief executive officer. The president completes a self-evaluation and provides the results of a compilation of compensation information for other ceos of similar nonprofit organizations based on data from their form 990s. The compilation data is prepared by the institute's human resources staff. The board then meets in an executive session and votes (in a quorum without the president) on any adjustments to compensation for the president and makes formal notes of the board actions taken. A designated board member provides the director of finance and administration with the results of the meeting that includes the specific salary action to be taken. The last compensation review took place in may 2018.

Form 990, Part VI, Section C, Line 19

Any requests for the organization's governing documents, conflict of interest policies, and financial statements are reviewed by the president and director of finance and supplied to the requestor as appropriate.

FORM 990, PART VII, SECTION A:

Demetrios papademetriou, kathleen newland, michael fix, and andrew selee receive compensation as employees and not in their capacity as board members.

IRS990/Desc0MPI'S U.S. IMMIGRATION POLICY PROGRAM ANALYZES U.S. POLICIES AND THEIR IMPACTS, AS WELL AS THE COMPLEX DEMOGRAPHIC, ECONOMIC, POLITICAL, FOREIGN POLICY, AND OTHER FORCES THAT SHAPE IMMIGRATION TO THE UNITED STATES. THE PROGRAM ALSO OFFERS INFLUENTIAL THOUGHT LEADERSHIP AND POLICY RECOMMENDATIONS REGARDING WAYS TO IMPROVE THE U.S. IMMIGRATION SYSTEM.MPI'S NATIONAL CENTER ON IMMIGRANT INTEGRATION POLICY IS A CROSSROADS FOR ELECTED OFFICIALS, GRASSROOTS AND NONPROFIT LEADERS, EDUCATORS, JOURNALISTS, RESEARCHERS, LOCAL SERVICE PROVIDERS, STATE AND LOCAL AGENCY MANAGERS, AND OTHERS WHO SEEK TO UNDERSTAND AND RESPOND TO THE CHALLENGES AND OPPORTUNITIES TODAY'S HIGH RATES OF IMMIGRATION CREATE IN LOCAL COMMUNITIES. KEY SERVICES THE CENTER PROVIDES INCLUDE POLICY-FOCUSED RESEARCH, POLICY DESIGN, LEADERSHIP DEVELOPMENT, TECHNICAL ASSISTANCE AND TRAINING FOR GOVERNMENT OFFICIALS AND COMMUNITY LEADERS, AND AN ELECTRONIC RESOURCE CENTER ON IMMIGRANT INTEGRATION ISSUES WITH A SPECIAL FOCUS ON STATE AND LOCAL POLICIES AND DATA. MPI'S INTERNATIONAL PROGRAM ACTS AS A POLICY LABORATORY FOR DEVELOPING INNOVATIVE, EVIDENCE-BASED, AND POLITICALLY FEASIBLE SOLUTIONS TO WORLDWIDE MIGRATION POLICY CHALLENGES. FROM ADVISING COUNTRIES HOLDING THE ROTATING EU PRESIDENCY ON MIGRATION AND IMMIGRANT INTEGRATION MATTERS TO CRAFTING POLICY MEMOS FOR NATIONAL GOVERNMENTS RETHINKING THEIR BORDER OR CITIZENSHIP POLICIES, MPI'S INTERNATIONAL PROGRAM STRIVES TO INFORM ONGOING POLICY DEBATES IN NORTH AND CENTRAL AMERICA, EUROPE, AND ASIAAS WELL AS AT THE GLOBAL LEVEL. WORKING FROM OFFICES IN WASHINGTON, NEW YORK, BRUSSELS, AND A PRESENCE IN THE UNITED KINGDOM, THE INTERNATIONAL PROGRAM COMBINES MPI'S HALLMARK DATA-DRIVEN ANALYSIS WITH ACUTE POLITICAL SAVVY TO DELIVER EVIDENCE-BASED RECOMMENDATIONS ON ALL ASPECTS OF IMMIGRATION AND INTEGRATION POLICY. BUILDING ON ITS STRONG LEGACY OF POLICY WORK IN CANADA AND MEXICO AS WELL AS EUROPE (DATING BACK TO MPI'S INCEPTION IN 2001, AND FORMALIZED WITH THE INCORPORATION OF MPI EUROPE IN 2011), THE INTERNATIONAL PROGRAM'S RESEARCH AND ANALYSIS HAVE EXPANDED TO INCLUDE CENTRAL AMERICA AND ASIA. OUR WORK PRODUCTS FALL INTO THREE PRINCIPAL CATEGORIES: RESEARCH AND ANALYSIS, POLICY DIALOGUE, AND DIRECT CONSULTATIONS WITH GOVERNMENTS AND GOVERNMENT INSTITUTIONS.
