The citizens coal council is a national network that advocates for the full enforcement of the federal surface mining control and reclamation act (smcra) and its delegated state programs. Our mission is to inform, empower and work for and with communities affected by the mining, processing and use of coal.

Form 990, Page 2, Part III, Line 4D

Ccc, public justice, and environmental integrity project obtained a continued moratorium via a federal hazardous waste lawsuit, stopping coal ash from being dumped in a poor, rural community where toxic runoff was washing into the monongahela river. This moratorium accelerated firstenergy's bruce mansfield coal plant entering into its end-of-life stage. Ccc submitted comments opposing a proposed amendment to pennsylvania's regulatory program requesting the office of surface mining reclamation and enforcement (osmre) approve an amendment to the bituminous mine subsidence and land conservation act. This amendment would clarify the circumstances where a finding of presumptive evidence of pollution is warranted under the commonwealth's clean streams law. Ccc issued a report "stream protection in pennsylvania in the context of underground mining that examines the effects that underground coal mining has on streams and discusses legislative and regulatory efforts in pennsylvania to protect streams from adverse effects.
