“Form 990, part vi, section a, line 6:the council has three categories of membership:(1) research universities, which are institutions of higher education that give a high priority to graduate education and research and are authorized to confer a doctoral degree; (2) research foundations, which are separately incorporated foundationsconnected to a research university; and(3) affiliated organizations, which include hospitals or research institutes with a strong, continuing research alliance with a member university. Affiliated organizations are considered associate members of the council, and are not eligible for representation on the board of directors. Each applicant should have federally sponsored research expenditures of at least $15 million annually as reported by the national science foundation (or such other organization as the board may from time to time designate).”

“Form 990, part xii, line 1:cogr changed their basis of accounting from cash to modified cash basis to accomodate recognition of changes in the fair value of investments. Changing the basis of accounting from cash to modified cash did not result in any changes to amounts previously or currently reported in the form 990 for the year ended july 31, 2019.”
