“The organization is comprised of two categories of members: nominated members and representative members. Nominated members are nominated by committees for oceanic research in 32 member nations. In order to provide broad disciplinary representation, each such body may nominate up to three scientists as nominated members. Representative members are the elected presidents or their designees (ex-officio), the chairs of active scor subsidiary bodies (ex-officio), the scor scientific reporters (ex-officio), and the nominees of international science council and of its scientific unions and its scientific and special committees that wish to participate in scor.”

Every two years, the executive committee establishes a nominating committee to prepare a slate of nominees for the officer positions. The slate is considered by the members of the organization and accepted prior to the organization's annual meeting. If three or more national committees object, they may request that the names are to be put to an in-person vote at the organization's annual meeting, otherwise the slate proposed by the nominating committee will be declared elected. The executive committee also includes 3 ex-officio members who serve as representatives of the affiliated organizations and as many as 2 co-opted member selected by the executive members.”
