The mission of baltimore child abuse center is to provide victims of child sexual abuse, trauma, and other adverse childhood experiences in baltimore and their non-offending caretakers with comprehensive forensic interviews, medical treatment, and mental health treatment with a goal of preventing future trauma. Since 1987, bcac has provided a coordinated response to child sexual abuse investigations and other childhood traumas, helping more than 35,000 children. As the primary advocate for victims and point of contact for child-sensitive investigations and follow-up, bcac eliminates the lengthy, repetitive, and often traumatic process that previously existed in baltimore city. Bcac's activities focus on intervention when abuse is reported, treatment to aid in the healing of survivors and their families, education around recognizing, preventing, and reporting suspicions of abuse, and advocacy at the local, state and national levels.

BCAC'S COMPREHENSIVE SERVICES IN THESE AREAS ADDRESS THE IMMEDIATE AND

Long-term challenges child sexual abuse and adverse childhood experiences pose to the baltimore region. This crisis response approach has been the core of bcac's operations throughout our 30-year history. Services are available within two hours of a report and includes a 24/7/365 on-call service one of the first of its kind in the country. Recognized for providing high-quality services, bcac's program is a model for other communities. Bcac's caseload has grown with requests from partner agencies to provide its services to new groups of children who need help. As a result, bcac now serves children who have been sexually assaulted, victims of human trafficking, victims of internet exploitation, chronic runaways, witnesses to homicide, domestic violence and community violence, and by providing medical exams for children entering foster care.

FORM 990, PART XI, LINE 2C:

The finance committee is responsible for the processes for oversight of the audit and selection of an independent accountant. Both processes have not changed from prior year.

Form 990, Page 1, Part I, Line 7A and 7B

The organization paid pre-tax parking benefits to the employees for the period from january 1, 2018 through june 30, 2018. Such benefits are reported on the form 990-t as unrelated business income.

Financial Statement Notes

PART X, LINE 2:

Bcac is a nonprofit organization exempt from federal income tax under section 501(c)(3) of the internal revenue code and is recognized as such by the internal revenue service. Accounting principles generally accepted in the united states of america provide consistent guidance for the accounting for uncertainty in income taxes recognized in an entity's financial statements and prescribe a threshold of "more likely than not" for recognition of tax positions taken or expected to be taken in a tax return. Bcac performed an evaluation of uncertain tax positions as of june 30, 2018, and determined that there were no matters that would require recognition in the financial statements or which may have any effect on its tax-exempt status. As of june 30, 2018, the statute of limitations for fiscal years 2015 through 2018 remains open with the u.s. Federal jurisdiction or the various states and local jurisdictions in which bcac files tax returns. It is the bcac's policy to recognize interest and/or penalties related to uncertain tax positions, if any, in income tax expense.

IRS990/Desc0BCAC ENSURES THAT ALLEGATIONS OF CHILD SEXUAL ABUSE, TRAUMA, AND OTHER RESPONSE CONDUCTED WITHOUT FORCING CHILDREN TO BE RE-VICTIMIZED OR RELIVE THEIR EXPERIENCES FOR EACH INVESTIGATOR WHO NEEDS INFORMATION. EACH CHILD TALKS ONE-ON-ONE WITH ONE OF BCAC'S FORENSIC INTERVIEWERS, SOCIAL WORKERS TRAINED IN NATIONAL STANDARDS FOR FORENSIC ASSESSMENT. THIS GIVES CHILDREN THE OPPORTUNITY TO SAY WHAT HAPPENED IN THEIR OWN WORDS. THIS CRISIS RESPONSE HAS BEEN THE FOUNDATION OF BCAC'S OPERATIONS FOR 30 YEARS. BCAC IS AVAILABLE WITHIN TWO HOURS OF AN ALLEGATION AND INCLUDES A 24/7/365 ON-CALL SERVICE AND WALK-IN PROGRAM, SERVING FAMILIES AROUND THE CLOCK WITHOUT WAITING TO SCHEDULE AN APPOINTMENT. THIS 24-HOUR PROGRAM IS ONE OF THE FIRST OF ITS KIND IN THE COUNTRY AND THE ONLY ONE IN MARYLAND. DURING FISCAL YEAR 2018 (JULY 1, 2017 JUNE 30, 2018), FORENSIC INTERVIEWS AND RISK ASSESSMENTS WERE PROVIDED FOR 675 CHILDREN. APPROXIMATELY 31% OF THESE INTERVIEWS WERE CONDUCTED AFTERHOURS AND 29% WERE CONDUCTED THROUGH THE WALK-IN PROGRAM.MEDICAL EXAMINATIONSBCAC'S MEDICAL FACILITY IS LOCATED IN THE SAME BUILDING AS BCAC'S INTERVIEW FACILITIES; THEREFORE, CHILDREN ARE ABLE TO RECEIVE AN EXAMINATION ON-SITE THE SAME DAY AS THEIR INTERVIEW TO DETERMINE IF ANY PHYSICAL SIGNS OF TRAUMA ARE PRESENT. BCAC PROVIDES THIS SERVICE IN ACCORDANCE WITH THE GUIDELINES SET FORTH BY MARYLAND CHILD ABUSE MEDICAL PROFESSIONALS, AS WELL AS THE ACCREDITATION STANDARDS OF THE NATIONAL CHILDREN'S ALLIANCE, A MEMBERSHIP ORGANIZATION THAT CREATES BEST PRACTICE STANDARDS AND PROVIDES PROFESSIONAL RESOURCES TO THE NATION'S MORE THAN 795 CHILDREN'S ADVOCACY CENTERS. IN FISCAL YEAR 2018, BCAC'S MEDICAL TEAM CONDUCTED 735 MEDICAL EXAMINATIONS FOR CHILDREN AT BCAC'S ON-SITE MEDICAL CLINIC. IN ADDITION TO CONDUCTING 126 FORENSIC MEDICAL EXAMS IN CASES OF SUSPECTED CHILD SEXUAL ABUSE, BCAC ALSO PROVIDED 609 INITIAL MEDICAL SCREENINGS FOR CHILDREN ENTERING STATE SPONSORED FOSTER CARE. PROVIDING MEDICAL CARE ON-SITE FURTHERS BCAC'S GOAL OF CREATING A CHILD-FRIENDLY ENVIRONMENT AND STREAMLINED CARE BY ELIMINATING THE NEED FOR CLIENTS TO MAKE A SEPARATE APPOINTMENT AT A HOSPITAL OR PHYSICIAN'S OFFICE.IN FISCAL YEAR 2018, BCAC'S FAMILY ADVOCACY TEAM PROVIDED ONGOING FOLLOW-UP SUPPORT SERVICES FOR 520 FAMILIES, INCLUDING HOME, SCHOOL AND COMMUNITY VISITS, COURT SUPPORT, AND ASSISTANCE IN ACCESSING FOOD, HOUSING, EDUCATIONAL, AND LEGAL ASSISTANCE PROGRAMS. THE TEAM PROVIDED 214 CHILDREN AND FAMILY MEMBERS WITH REFERRALS FOR ONGOING MENTAL HEALTH SERVICES; 43% OF WHICH FOLLOWED THROUGH WITH THE REFERRAL AND MADE A CONNECTION TO A MENTAL HEALTH TREATMENT PROVIDER. IN ADDITION, 200 CLIENTS HAD VISITS WITH THE FACILITY DOG WHILE ON-SITE.MENTAL HEALTH SERVICESSINCE THE INCEPTION OF BCAC'S MENTAL HEALTH CLINIC IN JANUARY 2018, 66 CLIENTS HAVE BEEN SEEN IN AN ESTIMATED 1,000 SESSIONS BY BCAC THERAPISTS.
