Mission and Program Overview

Mission

The mission of baltimore child abuse center is to provide child victims of sexual abuse in baltimore and their nonoffending caretakers with comprehensive forensic interviews, medical treatment, and mental health treatment with a goal of preventing future abuse.

Historically, the mission of Baltimore Child Abuse Center (BCAC) has been to provide child victims of sexual abuse in Baltimore and their non-offending caretakers with comprehensive forensic interviews, medical treatment, and mental health treatment with a goal of preventing future abuse. In the past year, BCAC has expanded its reach to include children entering the foster system, who are required to have a medical evaluation within five days of entering the system. BCAC has become the exclusive provider of medical examinations for these children. Also, with the passage of Maryland House Bill 306, BCAC now extends its services to help children who have witnessed domestic violence in the home. The BCAC philosophy is that if a child can benefit from our expertise, then our services shouldn't be limited to just a few crimes. The impact on children is not crime-specific and our services must be child-focused and trauma-informed.

Section I: Conflict of Interest Policy A. When a Director has a financial or personal interest in any matter coming before the Board of Directors, the affected person shall 1. fully disclose the nature of the interest and 2. withdraw from discussion, lobbying, and voting on the matter. B. The minutes of meetings at which such votes are taken shall record such disclosure, abstention and rationale for approval. C. A committee shall be formed to create and maintain a separate Conflict of Interest Policy and written disclosure form for the Board. D. Each member of the Board shall review and sign an annual written disclosure form, which shall be retained by the organization. All financial disclosures shall be retained and reviewed by the Finance and Audit Committee.

The Executive Director shall be evaluated annually by the President of the Board. This evaluation shall be provided to and approved by the Executive Committee. This formal assessment shall be a written evaluation of the Executive Director's performance, including accomplishments and areas for improvement. The evaluation shall be made available by request to the Governance Committee or the Board. The Executive Committee shall review and approve the compensation for the Executive Director for the coming year. The compensation of the Executive Director shall be approved by the Executive Committee after receiving the committee's recommendation.

Financial Statement Notes

Part X, Line 2:

BCAC is a nonprofit organization exempt from Federal income tax under Section 501(c)(3) of the Internal Revenue Code and is recognized as such by the Internal Revenue Service. Accounting principles generally accepted in the United States of America provide consistent guidance for the accounting for uncertainty in income taxes recognized in an entity's financial statements and prescribe a threshold of "more likely than not" for recognition of tax positions taken or expected to be taken in a tax return. BCAC performed an evaluation of uncertain tax positions as of June 30, 2017, and determined that there were no matters that would require recognition in the financial statements or which may have any effect on its tax-exempt status. As of June 30, 2017, the statute of limitations for fiscal years 2014 through 2017 remains open with the U.S. Federal jurisdiction or the various states and local jurisdictions in which BCAC files tax returns. It is the BCAC's policy to recognize interest and/or penalties related to uncertain tax positions, if any, in income tax expense.

IRS990/Desc0BCAC ensures that allegations of child sexual abuse, trauma, and other response conducted without forcing children to be re-victimized or relive their experiences for each investigator who needs information. Each child talks one-on-one with one of BCAC's Forensic Interviewers, social workers trained in national standards for forensic assessment. This gives children the opportunity to say what happened in their own words. This crisis response has been the foundation of BCAC's operations for 30 years. BCAC is available within two hours of an allegation and includes a 24/7/365 on-call service and walk-in program, serving families around the clock without waiting to schedule an appointment. This 24-hour program is one of the first of its kind in the country and the only one in Maryland. During Fiscal Year 2017 (July 1, 2016 - June 30, 2017), forensic interviews and risk assessments were provided for 689 children. Approximately 33% of these interviews were conducted afterhours and 29% were conducted through the walk-in program.Medical ExaminationsBCAC's medical facility is located in the same building as BCAC's interview facilities; therefore, children are able to receive an examination on-site the same day as their interview to determine if any physical signs of trauma are present. BCAC provides this service in accordance with the guidelines set forth by Maryland Child Abuse Medical Professionals, as well as the accreditation standards of the National Children's Alliance, a membership organization that creates best practice standards and provides professional resources to the nation's more than 795 Children's Advocacy Centers.In Fiscal Year 2017, BCAC provided 687 children with forensic medical examinations at BCAC's on-site medical facility and also including initial medical screenings for children entering state-sponsored foster care in conjunction with the MATCH (Making All The Children Healthy) program. Providing medical care on-site furthers BCAC's goal of creating a child-friendly environment and streamlined care by eliminating the need for clients to make a separate appointment at a hospital or physician's office.Without intervention and treatment, child victims of sexual abuse face tremendous odds for overcoming their trauma. BCAC's team works with the family to recommend follow-up treatment and services. Most families are referred to counseling with one of BCAC's treatment partners. BCAC also offers some counseling and therapeutic programs on-site and through afterschool groups.In Fiscal Year 2017, BCAC's Family Advocacy Team provided 273 children and families with referrals for ongoing mental health services, including home, school, and community visits, court support, and assistance in accessing food, housing, educational, and legal assistance programs. 24% followed through with the referral and made a connection with a mental health treatment provider.BCAC's Family Advocacy Team provided 28 children and families with crisis counseling and 59 parents and caregivers returned to BCAC to participate in a support group. An additional 28 teenage girls participated in DIVAS (Developing Inner Values to Acquire Success) - a psycho-educational group program for teenage girls who have been exposed to child sexual abuse or other traumas. The program addresses at-risk teens' emotional and psychological needs in order to reduce the potential long-term effects faced by so many trauma victims.Prevention and Community OutreachThe goal of BCAC's professional development and prevention training efforts is to create long-term impact, preparing adults to address and prevent sexual abuse in their communities. In Fiscal Year 2017, BCAC educated 9,000 adults through its training institute. The reach of these trainings extended across ten states and benefited an estimated 40,000 children.
