Pursuant to our policy, directors/officers/employees are required to disclose any potential conflicts and seek approval before proceeding. The fund's managing staff meet regularly with their employees on these and other matters.

The fund's executive director with the finance department review compensation of similar organizations and then come up with recommendations for salary increases, if any. Those recommendations are presented to a finance committee who reviews them. If the finance committee agrees with the recommendation, it presents the proposal to the full board of trustees. The full board then votes upon the recommendation. Most of the time, the only increases are cost of living adjustments.

FORM 990, PART III, LINE 4: PROGRAM SERVICES

1. The safety & health program engaged in the following activities: conducted on-site safety audits and evaluations and identified other potential areas for assistance. Wrote worksite and company-specific safety programs, including review and confirmation of toxicology data. Developed a variety of educational materials related to key construction safety issues, including fall prevention, work zone safety, silica, heat illness prevention, noise, bodily injury, asbestos and demolition, among others. Established a program to distribute these materials to liuna signatory contractors. Developed video content to educate liuna signatory contractors and liuna affiliates on new regulatory requirements and existing occupational safety and health hazards. Developed and conducted safety and health training for signatory contractor associations, signatory safety officers, liuna training center instructors, liuna regional organizers and attendees at liuna's regional and leadership conferences. Provided the preceding affiliates as well as liuna district councils, local unions and field coordinators with assistance related to findings on specific worksite safety and health issues. Monitored and provided comments on regulatory matters before osha, fhwa, epa, niosh and other agencies. Expanded involvement with union safety and health organizations and maintained existing partnerships with trade associations and regulatory agencies to continue addressing workplace safety and health concerns. 2. Field coordinators the field coordinators represented the fund from eight regional locations around the united states. They promoted and participated in all the program activities listed above in their region of the country. 3. Canada the canadian office promoted and participated in the same program functions in canada. 4. Health promotion the health promotion program engaged in the following activities: promoted health care cost reduction initiatives such as laborerx, a pharmacy benefit management program, as well as the laborers' group medical stop loss program, which provides protection against catastrophic or unpredictable losses. Communicated with liuna health and welfare funds to analyze benefit information available to members across all funds and provide support to individual funds. Coordinated routine health screenings and provided related educational materials for laborers and their family members at health fairs and other events sponsored by liuna affiliates and signatory contractors. Expanded distribution and scope of wide-reaching skin cancer prevention campaign to include prevention of heat stress and infectious disease carried by biting insects developed informational materials on opioids and marijuana use as well as materials related to smoking cessation, workplace violence, pain management, nutrition and other health and lifestyle issues that affect laborers and their families. Provided drug-free workplace program support and training to signatory employers. Coordinated critical incident stress debriefings (cisds) on behalf of signatory employers and liuna members to help mitigate the long term health effects of possible psychological trauma caused by worksite catastrophes. Collaborated with union safety and health organizations and liuna affiliates to address opioid abuse and overdose among construction workers and reduce its impact on workers and their families. Assisted in the implementation of member assistance programs.

Financial Statement Notes

PART X, LINE 2:

The fund accounts for income taxes in accordance with the accounting standards codification (asc) topic income taxes. These provisions provide consistent guidance for the accounting for uncertainty in income taxes recognized in an entity's financial statements and prescribe a threshold of "more likely than not" for recognition and derecognition of tax positions taken or expected to be taken in a tax return. The fund performed an evaluation of uncertain tax positions for the year ended december 31, 2020, and determined that there were no matters that would require recognition in the financial statements or that may have an effect on its tax-exempt status. As of december 31, 2020, the statute of limitations for tax years 2017 through 2019 remains open with the u.s. Federal jurisdiction and the district of columbia. It is the fund's policy to recognize interest and/or penalties related to uncertain tax positions, if any, in unrelated business income tax expense.

THE FUND PERFORMED AN EVALUATION OF UNCERTAIN TAX POSITIONS FOR THE YEAR ENDED DECEMBER 31, 2020, AND DETERMINED THAT THERE WERE NO MATTERS THAT WOULD REQUIRE RECOGNITION IN THE FINANCIAL STATEMENTS OR THAT MAY HAVE AN EFFECT ON ITS TAX-EXEMPT STATUS. AS OF DECEMBER 31, 2020, THE STATUTE OF LIMITATIONS FOR TAX YEARS 2017 THROUGH 2019 REMAINS OPEN WITH THE U.S. FEDERAL JURISDICTION AND THE DISTRICT OF COLUMBIA. IT IS THE FUND'S POLICY TO RECOGNIZE INTEREST AND/OR PENALTIES RELATED TO UNCERTAIN TAX POSITIONS, IF ANY, IN UNRELATED BUSINESS INCOME TAX EXPENSE.
