“Irli has a service agreement with the federation for american immigration reform (fair), a related organization, for financial oversight and monitoring, monthly review of financial records, audit and tax coordination, hr management, financial reporting and attendance at board meetings and computer support. Fair's finance staff performs all of the accounting work related to irli including the payment of bills, recording and deposit of cash receipts, preparation of account reconciliations and budgets, etc.”

“At least three of the five directors are appointed by the board of directors of the federation for american immigration reform, incorporated, for a term of one year until the next annual meeting. The three directors hold what is known as "appointed positions".”

“Irli requests that all key employees, as well as the board of directors, review the federal form 990 upon draft. Unless changes are requested, the federal form 990 is finalized and signed by the executive director before filing with the internal revenue service.”

“Irli monitors and enforces compliance with the conflict of interest policy on an individual basis. Irli asks that all employees and board members disclose any activities that would create a conflict of interest. Irli can then decide which action to take. If irli becomes aware of a conflict of interest, such as an outside activity of a staff member, the staff member will either end employment with irli or cease the activity. As for board members, irli will evaluate the potential conflict and determine if the member should be recused from voting or not engage in the related transaction.”

“Irli and irli's board of directors use comparable data when determining compensation of the executive director. Irli's director of human resources and cfo provide the executive director and the board of directors with salary and benefit information for similar positions in other organizations, taking into account geography, organization size and funding, as well as other factors. They then enact any salary changes, and document these changes in the employee files. The last compensation review for the executive director was performed in january 2025.”
