There are two categories of membership in the earthscope consortium: full (voting) members and associate members. Voting members: educational and research institutions chartered in the united states, with a major commitment to research in geodesy or seismology and related fields, including single or multiple campuses of multi-campus university systems. Voting members: -have a direct role in setting policy and priority for the earthscope consortium community and facilities. -have an institutional vote in the election of members of the earthscope consortium board of directors. -have membership in a community committed to scholarly research and education using geophysics. -are eligible to request financial support for participation in earthscope consortium meetings, short courses, and workshops, when available. Associate members: educational and research institutions in the united states that do not otherwise qualify for voting membership, government entities in the united states or foreign countries that are engaged in geodetic or seismological research and development, and educational and research institutions in foreign countries that are engaged in geodetic or seismological research and development.

Earthscope engages with a cpa firm to prepare the form 990, with input from the controller. Earthscope's chief administrative officer will submit the draft 990 to the board of directors and the budget and finance committee for review prior to the irs filing deadline. Each group has an opportunity to identify follow-up questions, concerns or issues. The cao, coo and ceo will make final adjustments to the form 990 and approve electronic filing by the cpa firm who initially prepared the return.

Annually earthscope will distribute the conflict of interest policy to all employees. An hr designee will collect all the forms and identify disclosures to senior management team for follow-up action, if needed. The hr designee will also monitor who has not submitted a conflict of interest acknowledgement and will follow up with those employees whose forms remain outstanding as of the submission deadline.

The ceo's compensation is evaluated annually by the board of directors, who approve the ceo's salary in conjunction with earthscope's cognizant federal agency, the national science foundation. Senior management team approve overall wage increases for other staff, based on budgets and cost of living adjustments administered within other federal agencies. The board's decision related to the ceo's compensation is recorded in executive session board minutes.

Financial footnote in regard to fin 48 (asc 740) earthscope evaluates uncertainty in income tax positions based on a more-likely-than-not recognition standard. If that threshold is met, the tax position is then measured at the largest amount that is greater than 50% likely of being realized upon ultimate settlement. As of june 30, 2024 and 2023, there are no accruals for uncertain tax positions. If applicable, earthscope records interest and penalties as a component of income tax expense. Tax years from 2021 through the current year remain open for examination by tax authorities.
