| Community-Led Placemaking - Light Street and Warren Street. The Federal Hill Neighborhood Association coordinated and implemented a community-led placemaking and pedestrian safety project at the intersection of Light Street and Warren Street, a high-traffic area with no existing crosswalk and limited accessibility. This project was conducted under the Baltimore City Department of Transportation's Right-of-Way (ROW) Program. FHNA led the design, permitting, and installation of ADA-compliant crosswalks and traffic-calming features including infrastructure modifications to improve visibility and pedestrian safety. The Association also managed coordination with city agencies and contractors, and funded the full cost of equipment, materials, licensing, and installation. These efforts reflect our mission to improve walkability, safety, and accessibility in our growing neighborhood, and are reported on Line 16 as program service expenses. | CWS FY22 License Plate Reader Program Service. The Federal Hill Neighborhood Association funded and coordinated the installation of license plate reader (LPR) systems at five key intersections surrounding the neighborhood. This initiative was launched in response to a dramatic rise in auto thefts in Baltimore City, with the goal of creating a virtual boundary to help law enforcement proactively track stolen vehicles entering the area. FHNA purchased the LPR systems and software licenses, and oversaw all aspects of the project, including permitting, networking, and coordination with city agencies and the Baltimore Police Department, which monitors the cameras. | Greening Up 4 Kids and Families. The Federal Hill Neighborhood Association used funds to improve Digital Harbor Field and support neighborhood greening and park engagement. At Digital Harbor Field, FHNA leveled the playing surface, planted new grass, installed "DHHS Athletics" banners, and initiated a biweekly field-painting schedule for the spring and fall sports seasons. These improvements created a more inviting and physically safer space for student athletes and local youth, resulting in increased participation in soccer, football, and lacrosse at Digital Harbor High School, as well as higher enrollment in the neighborhood's youth football league. FHNA also implemented neighborhood greening and park outreach efforts, including planting more than 25 trees. In addition, FHNA hosted eight family-friendly events in Federal Hill Park to encourage outdoor activity and social connection among residents and provided marketing support for the South Baltimore Friends and Family Day, further strengthening community participation. | Public Arts Across Maryland New Artwork. The Federal Hill Neighborhood Association collaborated with a local artist to install visually engaging, artistic street paintings at all four corners of the Light Street and Warren Street intersection. These designs were part of a broader community-led placemaking and pedestrian safety initiative and were shown to increase driver awareness, calm traffic, and improve pedestrian visibility. The artwork complemented and enhanced the impact of the ADA-compliant crosswalks and traffic-calming infrastructure previously installed by FHNA at this location. This artistic component supported and strengthened the goals of the placemaking project conducted under the Baltimore City Department of Transportation's Right-of-Way Program. | Federal Hill Park Historical Restoration and Education Initiative. The Federal Hill Neighborhood Association issued a grant in the amount of $19,557.62 to South Harbor Renaissance for a historical restoration and education initiative in Federal Hill Park. The funds were designated for the installation of museum-quality signage detailing the history of the tunnels under the park, the addition of historic-style stair railings at the Warren Avenue and Battery Avenue and Warren Avenue and Riverside Avenue intersections, signage related to former signal towers atop the park, and the restoration of statues and monuments within the park. The Association retained oversight of expenditures through required invoice submissions and included provisions for return of unspent funds or ineligibility. This initiative aimed to preserve and promote the neighborhood's historical assets and was aligned with FHNA's mission to support public education, historical recognition, and community improvement. The Association contributed significantly to the event's success by providing marketing support, as well as funding for all-weather tent rentals and portable generators, ensuring the event could proceed as planned regardless of weather conditions. | Robert Baker Park Revitalization. The Federal Hill Neighborhood Association led a community-driven effort to revitalize Robert Baker Park, a public space that had previously only received minimal annual maintenance. In response, FHNA organized and funded a comprehensive cleanup and restoration, including debris removal, safety improvements, and general beautification. The project relied heavily on local volunteer participation, with the Association providing supplies and coordination to ensure a successful transformation of the space. The Association retained oversight of expenditures through required invoice submissions and included provisions for return of unspent funds or ineligibility. This initiative aimed to preserve and promote the neighborhood's historical assets and was aligned with FHNA's mission to support public education, historical recognition, and community improvement. In addition, FHNA hosted eight family-friendly events in Federal Hill Park to encourage outdoor activity and social connection among residents and provided marketing support for the South Baltimore Friends and Family Day, further strengthening community participation.
