Governance Explanations

Form 990, Part VI, Section A, Line 6

To become and remain a voting member and receive full member benefits, an institution must demonstrate that it reflects the following general distinctives, as further defined as follows: member campuses offer comprehensive undergraduate curricula rooted in the arts and sciences as outlined later in this application. All member campuses must be located in north america. All u.s. Members must have non-probationary regional accreditation. Member campuses have a public, board-approved institutional mission or purpose statement that is christ-centered and rooted in the historic christian faith. Their curricular and extra-curricular programs reflect the integration of scholarship, biblical faith and service. Member campuses have a continuing institutional policy and practice, effective throughout the time they are members, to hire as full-time faculty members and administrators (non-hourly staff) only persons who profess faith in jesus christ. Member campuses have been, are now, and will continue to be supportive of other christian colleges, and have a commitment to advance the cause of christian higher education through active participation in the programs of the council and payment of the annual dues. Member campuses must be not-for-profit, demonstrate responsible financial operations, have institutional practices which reflect high ethical standards, and operate all fund raising activities consistent with the standards of the evangelical council for financial accountability.

Form 990, Part VI, Section A, Line 7A

Those board members who are presidents of member campuses are elected by the membership to the board. The board itself can also appoint members who are not member presidents.

Form 990, Part VI, Section B, Line 11

Draft form 990 is circulated to all board and board committee members for their review and comment. Deadline is given for review comments after which final form 990 will be filed with the irs.

Form 990, Part VI, Section B, Line 12C

Any conflict of interest matters that arise are handled in accordance with the policy.

Form 990, Part VI, Section B, Line 15A

An annual compensation review for the president is conducted by the board executive committee. Comparable data is reviewed for both cccu members and similar organizations. Compensation of officers and key employees is reviewed by the president along with comparable data from similar organizations.

Form 990, Part VI, Section C, Line 19

Copies of governing documents, conflict of interest policy and financial statements are available from the council offices upon written request.

Additional Explanations

FORM 990, PART XI, LINE 9:

Loss on foreign exchange contracts -204,352. Gain on foreign currency translations 297,980. Activities related to india 117,232.

Financial Statement Notes

PART V, LINE 4:

Permanently restricted net assets at june 30, 2016 and 2015, in the amount of $1,151,432 are restricted to investment in perpetuity, the income for which is expendable to support faculty development. Board designated net assets of $1,178,545 and $1,214,594 at june 30, 2016 and 2015, respectively, are designated to support the los angeles studies film center.

PART X, LINE 2:

The council is exempt from federal income taxes under section 501(c)(3) of the internal revenue code. In addition, the council qualifies for the charitable contribution deduction and has been classified as an organization that is not a private foundation. However, income from certain activities not directly related to the council's tax-exempt purpose is subject to taxation as unrelated business income. The council had an insignificant amount of unrelated business income for the years ended june 30, 2016 and 2015; therefore, no provision for income taxes has been made in these consolidated financial statements. Management evaluated the council's tax positions and concluded that the council had taken no uncertain tax positions that require adjustment to the consolidated financial statements. Generally, the council is no longer subject to income tax examinations by the u.s. Federal, state or local tax authorities for years before 2013.

PART XI, LINE 2D - OTHER ADJUSTMENTS:

Affiliate income presented on consolidated financial statements 5. Internal rent reclassification -132,000.

PART XII, LINE 2D - OTHER ADJUSTMENTS:

Affiliate expenses presented on consolidated financial statements 41,452.

PART XII, LINE 4B - OTHER ADJUSTMENTS:

Internal rent reclassification 132,000.
