The parliamentarians for global action was established as a membership organization.

Form 990, Part VI, Section A, Line 7A

In accordance with the articles of incorporation of the pga, each member of the international council (the "council") shall be elected for a term of two calendar years, followed by a one-year stand down period. The board of directors of the pga shall not exceed fifteen voting members. The board shall consist of two officers (president and treasurer); the chair of the international council (ex-officio and voting); up to twelve parliamentarian members; and the secretary-general (ex-officio and non-voting). In accordance with the articles of incorporation, the council shall elect, by majority vote of those present, the members of the board. When the council elects members of the board it shall maintain a gender balance such that each gender's representation shall be approximately not greater than 60% and not less than 40%, and shall give due regard to regional representation, political balance, and such other criteria as the board may, in its discretion, deem relevant. Each member shall serve a two-year term and may be re-elected once, for a total of serving two terms, before a one-year stand down period. In addition to its role in the election of board members, the council shall advise the board with respect to other matters, which are to be decided upon by the board.

The form 990 is given to the treasurer for her approval and signature before it is filed with the internal revenue service.

Form 990, Part VI, Section B, Line 12C

All members of the pga staff subscribed to pga employee handbook, a manual that contains two clear sections to prevent any conflict of interest and to always pursue the best interests of the pga. The pga board members are informed at the beginning of their tenure of their fiduciary responsibility towards the organization, which included a statutory commitment contained in the by-laws to always act in the best interest of pga and avoid and prevent any conflict of interests with the pga. In this respect, it must be noted that pga board member operate pro-bono causa and the pga by-laws prescribe that they cannot receive any form of remuneration or honorarium from pga, to which they donate their time in full gratuity. This is, in and of itself, the best guarantee against conflict of interest.

The salary of the secretary-general is determined by the management committee comprising of the president, treasurer and the chair of the international council.
