Governance Explanations

Form 990, Part VI, Section A, Line 6

"Members" are organizations that desire to participate in Franklin's educational programs. Members do not participate in governing body elections nor do they approve decisions of the governing body.

Form 990, Part VI, Section B, Line 11B

The Form 990 is reviewed and approved by the President and Vice President in detail. The form is made available to the governing body as well.

Form 990, Part VI, Section B, Line 12C

The policy was approved by the board in late 2009. Each Board member and officer is required to disclose any conflicts annually. The organization monitors compliance through the annual disclosure process. In addition, the organization generally prohibits all transactions with members of the Board of directors and its officers.

Form 990, Part VI, Section C, Line 19

The Franklin Center's governing documents, policies and financial statements will be made available upon appropriate request.

Part VI Section B Line 15

The Franklin Center reimburses The Ripon Society for payroll costs for the services provided by The Ripon Society's employees on behalf of the Franklin Center.

Part VII Section A

Compensation shown in Part VII Section A is the portion of gross compensation reported on form W-2 for the year for services provided to the Franklin Center. Employees are paid by an unrelated organization which acts as common paymaster for both organizations; the Franklin Center reimburses the other organization for compensation and benefits allocable to time spent on Franklin Center activities.

IRS990/Desc0Public Policy and Dialogue: Providing educational events which further awareness of public policy issues. The Center holds forums to present timely discussions on national and international issues of concern to policy makers and members, or to build upon policy discussions from the most recent Capital to Capital exchange, in London, England. Discussions are held in Washington, DC and bring together experts to address the group and include an exchange of ideas. In 2023, we held 48 in-person events with vigorous discussion and participation by the attendees. We organized policy tours at Mount Rushmore and surrounding national parks. The Center also hosts the Capital to Capital Exchange which brings together US Congressional leaders, member of the diplomatic community, corporate policy experts, scholars, parliamentarians, government leaders, and business leaders from a host country where the conference is held to discuss pressing international issues. By discussing issues such as international trade, energy, transportation, health, security, etc., policy makers gain a greater understanding of the global challenges facing the US and other countries. August 7-11, 2023, Capital to Capital Exchange was held in London, England.
