The salaries of all officers, key employees, and other employees were reviewed on july 1, 2005. Comparisons of washington county government, washington county dept. Of social services and the washington county hospital salaries were obtained. Comparable increases in salaries were set, reviewed by the finance committee, and a substantial funding increase was requested by washington county government in fiscal year 2007. The salary increases were phased in over a two year period. Since fiscal year 2008, salary increases are the same percentage to all employees and are included in the operating budget, which is developed by the fiscal manager and executive director. It is presented to the chair of the finance committee. The finance chair presents the budget to the finance committee for review and discussion. Upon approval of the finance committee, it is presented to the executive committee of the board of directors for review and discussion. The final step in the process is the presentation of the operating budget annually to the full board of directors by the chair of the finance committee. The board is given the opportunity for discussion. The chair then requests acceptance of the budget through voting procedures. Upon acceptance, the budget is adopted by the agency. All actions at each step are recorded in each appropriate body's minutes. There has not been a salary increase since 7/1/2009.

The organization follows the fasb accounting standards codification, which provides guidance on accounting for uncertainty in income taxes recognized in an entity's financial statements. The guidance prescribes a recognition threshold and measurement attribute for the financial statement recognition and measurement of a tax position taken or expected to be taken in a tax return, and also provides guidance on derecognition, classification, interest and penalties, accounting in interim periods, disclosures, and transition. The organixation's policy is to recognize interest and penalties in income tax as incurred. Generally, tax returns filed more than three years ago are no longer subject to examination by frederal, state, or local taxing authorities.
