Governance Explanations

Form 990, Part VI, Section B, Line 11B

The board of directors of town center is the governing body for town center apartments. Inc. The board entered into a management agreement with the housing opportuntities commission of montgomery county, maryland (hoc) whereby it was agreed that hoc is responsible for maintaining the books and records of the company and for reporting requirements including the filing of all tax returns. After the tax returns are prepared by an independent auditor and the returns are reviewed by hoc staff, hoc's executive director approves and signs it.
