Cmr seeks to improve the quality of life for the most vulnerable of montgomery county residents by providing basic services including housing, healthcare, homecare, education, and emergency assistance, with the goal of achieving and maintaining client self-sufficiency, and advocating on their behalf.

Empowers those who are underserved in montgomery county by addressing their essential needs to enhance the overall well-being of our community. We envision a collaborative community where basic resources and opportunities are accessible to all.

Governance Explanations

Form 990, Part VI, Section B, Line 11B

The 990 is reviewed and approved by the executive director. A copy of the 990 is shared with the finance committee and the board after filing and posted on the organization's website for public viewing.

Form 990, Part VI, Section B, Line 12C

For board members, conflict of interest disclosure statements shall be provided to the executive director or designee who turns over any statements that indicate a conflict to the board chair for review. In the case of staff or volunteers with significant decision-making authority, the disclosure statements shall be provided to the appointed hr staff. The executive director's disclosure statement shall be provided to the chair of the board. The executive director shall keep all disclosure statements with the official electronic corporate records of community reach of montgomery county. If a conflict arises with a board member, that member recuses him/herself from voting on any issues potentially influenced by that conflict. If the board has reason to believe that an interested party has failed to disclose an actual or potential conflict of interest, it shall inform the person of the basis for such belief and afford the person an opportunity to explain the alleged failure to disclose. If, after hearing the response of the interested party and making such further investigation as may be warranted in the circumstances, the board determines that the interested party has in fact failed to disclose an actual or possible conflict of interest, it shall take disciplinary and corrective action.

The executive committee in executive session uses comparability data as well as the proposed budget. The proposed salary along with its rationale is brought to the full board for approval in executive session. The last executive director compensation review was done prior to hiring the current executive director in january 2024.
