990 review process the 990 is prepared by independent accountants, reviewed by senior management, and made available to all board members with encouragement to comment prior to filing with the irs.

Form 990, Part VI, Section B, Line 12C

Monitoring of the conflict of interest policy once a year each board member is provided with a copy of the conflict of interest policy. Each board member completes a form acknowledging receipt of the policy, disclosing any potential conflicts and agreeing to abide by the policy. Any disclosed potential conflicts of interest are then discussed by the board and approved or disapproved by board vote.

Process of determining compensation cdf determines top management and ceo, and executive directors compensation emphasizing the following form of analysis: market research about the worth of similar jobs in the market place taking in consideration local economies and company size. At the leadership level cdf uses top tiered placement agencies that are retained to execute national search for the candidate that has the proper professional background. Cdf narrows search to a few candidates that go through vigorous interviews both at the leadership level along with board involvement. Cdf's ceo compensation is reviewed by the executive committee of its board annually. For a number of years, at the ceo's request, this annual review has not resulted in an adjustment or increase to the annual compensation.

PART X, LINE 2:

Uncertainty in income taxes cdf evaluates uncertainty in income tax positions taken or expected to be taken on a tax return based on a more-likely-than not recognition standard. If that threshold is met, the tax position is then measured as the largest amount that is greater than 50% likely of being realized upon ultimate settlement. As of december 31, 2017 and 2016, there are no accruals for uncertain tax positions. If applicable, cdf records interest and penalties as a component of income tax expense. Tax years from 2014 through the current year remain open for examination by tax authorities.
