Mission

The community action council of howard county (cac) seeks to diminish poverty and enable self-sufficiency for all howard county individuals, families, and children in need through housing assistance, food assistance, energy assistance, weatherization assistance, early childhood education. Cac continuously assesses community needs and plans strategically to meet those needs.

The community action council of howard county (cac) is dedicated to breaking the cycle of multi-generational poverty and ensuring a better quality of life for all of the citizens of the county. Over the past year and a half, the howard county cac has used extensive national research on successful 2-g models and has engaged in groundbreaking efforts to advance a comprehensive 2-g approach which includes extensive data collection, coaching relationships, and the establishment of integrated service delivery within the organization and key external partners. Community action council of howard county administers and delivers four core services to low income families in howard county. The services include but are not limited to early childhood education, housing assistance, energy/weatherization assistance and food assistance.

Head start's full year program includes a specialized summer enrichment curriculum which focuses on culturally enriching experiences as well as preparing the students to enter the howard county public school system.

Vegetables from the garden which was distributed to the families who visit the howard county food bank. The new food bank will allow cac to increase its capacity to serve howard county residents, experiencing food insecurity, that rely on it each year and will allow for a significant portion of the population who are in need yet not served to gain access. The new facility will also include improved technology for tracking clients and supplies, have the ability to provide more food choices (frozen meats, fresh produce and healthy food offerings) and offer better outreach to communities within howard county that are currently underserved.

THE PROGRAM PROVIDES FULL-DAY/FULL YEAR HIGH QUALITY PRE-SCHOOL EDUCATIONAL AND SOCIAL DEVELOPMENT SKILLS PROGRAMMING TO 322 STUDENTS AT FOUR DIFFERENT SITES ACROSS HOWARD COUNTY. THE PROGRAM ENCOMPASSES SERVICES TO CHILDREN WITH DISABILITIES, SUPPORTIVE SOCIAL SERVICES, HEALTH AND NUTRITIONAL SERVICES, PARENT EDUCATION, AS WELL AS TRANSPORTATION FOR THE CHILDREN. HEAD START'S DEVELOPMENTALLY APPROPRIATE ENVIRONMENT IS SUPPORTED BY QUALIFIED TEACHING STAFF AND CONTENT AREA EXPERTS SUCH AS EDUCATION, DISABILITIES, AND FAMILY SERVICES COORDINATORS. HEAD START'S FULL YEAR PROGRAM INCLUDES A SPECIALIZED SUMMER ENRICHMENT CURRICULUM WHICH FOCUSES ON CULTURALLY ENRICHING EXPERIENCES AS WELL AS PREPARING THE STUDENTS TO ENTER THE HOWARD COUNTY PUBLIC SCHOOL SYSTEM.

THE WEATHERIZATION ASSISTANCE PROGRAM (WAP) HELPS ELIGIBLE LOW- AND MODERATE-INCOME HOUSEHOLDS WITH THE INSTALLATION OF ENERGY CONSERVATION MATERIALS IN THEIR DWELLING UNITS. ENERGY EFFICIENT APPLIANCES LIKE HEAT PUMP, REFRIGERATOR/FREEZER MAY BE REPLACED. THESE MEASURES BOTH REDUCE THE CONSUMPTION OF ENERGY AND MAKE THESE HOMES MORE COMFORTABLE, SAFE, AND HEALTHY. PRIORITY IS GIVEN TO RESIDENTS WHO ARE ELDERLY, DISABLED, HAVE FAMILIES WITH YOUNG CHILDREN AND HAVE THE HIGHEST ELECTRIC BURDEN. EACH FAMILY SAVED AVERAGE OF 419 PER YEAR IN ENERGY COST, 421 HOMES WERE WEATHERIZED IN FY 16.

THE PRIMARY SOURCE OF PRODUCTS FOR THE FOOD BANK IS DONATIONS FROM GROUPS AND INDIVIDUALS WHO CONDUCT FOOD DRIVES IN THEIR COMMUNITY, AT THEIR SCHOOLS OR WORKPLACES. DURING THE YEAR ENDED JUNE 30, 2016 THE FOOD BANK SERVED 27,505 CLIENTS AND DISTRIBUTED 640,411 POUNDS OF FOOD. IN ADDITION, IT SHOULD BE NOTED THAT CAC PURCHASED A NEW FOOD BANK BUILDING ON MAY 31, 2016. CAC OPERATES A COMMUNITY GARDEN WHICH IS MANAGED AND PAID FOR 100% BY VOLUNTEERS AND DONATIONS. IN 2016, CAC HARVESTED OVER 2,000 POUNDS OF FRUITS AND VEGETABLES FROM THE GARDEN WHICH WAS DISTRIBUTED TO THE FAMILIES WHO VISIT THE HOWARD COUNTY FOOD BANK. THE NEW FOOD BANK WILL ALLOW CAC TO INCREASE ITS CAPACITY TO SERVE HOWARD COUNTY RESIDENTS, EXPERIENCING FOOD INSECURITY, THAT RELY ON IT EACH YEAR AND WILL ALLOW FOR A SIGNIFICANT PORTION OF THE POPULATION WHO ARE IN NEED YET NOT SERVED TO GAIN ACCESS. THE NEW FACILITY WILL ALSO INCLUDE IMPROVED TECHNOLOGY FOR TRACKING CLIENTS AND SUPPLIES, HAVE THE ABILITY TO PROVIDE MORE FOOD CHOICES (FROZEN MEATS, FRESH PRODUCE AND HEALTHY FOOD OFFERINGS) AND OFFER BETTER OUTREACH TO COMMUNITIES WITHIN HOWARD COUNTY THAT ARE CURRENTLY UNDERSERVED.
