Mission and Program Overview

Mission

The purpose is to provide information and education to members concerning the transportation of clay by railroad, motor carrier and by water; to provide a forum for presentation and discussion of current developments and information relating to the regulation by governmental authority of clay transportation, and to advance and represent in every lawful manner the interests of members of the Association in the transportation of clay. Consistent with this purpose, the Association represented interests in transportation matters before the Surface Transportation Board and other governmental agencies. This includes representation before the AAR Tank Car committee on issues involving the transportation of clay and other non-hazardous materials in tank and hopper rail cars. This also includes the continued analysis of various security and environmental regulations related to transportation as well as proposed legislation. The Association usually holds an annual meeting.

1. Representation before the AAR Tank Car Committee on issues involving the transportation of clay and other non hazardous materials in tank cars and hopper cars. Tank Car Committee and consultants continued to monitor regulations applicable to tank and hopper cars transporting clay and other non hazardous material. Since the Association has a continuing seat on the AAR Tank Car Committee, its representatives devote substantial time to matters within the jurisdiction of the AAR Tank Car Committee. 2. Monitoring of pending issues in Ex Parte No. 328 (Investigation of Tank Car Allowance System 3 ICC 2nd 196; continuing review of actions taken by various railroads to eliminate or reduce mileage allowances of tanks and hopper cars. 3. Continued analysis of various security and environmental regulations relating to transportation via ocean ports and to clay producers in connection with the transportation of clay by railroad, motor carrier and water carrier in interstate and foreign commerce. 4. Continued analysis of the global supply chain challenges related to transportation by water (containers) as well as motor carrier. 5. Analysis and preparation of materials on numerous cases and proposed legislation and proposed regulations relating to railroads, water carriers, motor carriers and shippers and the presentation of position papers to Clay Producers. 6. Forum for monitoring transportation related developments throughout the year and organization of an annual meeting for presentation of papers on economic and legal developments in transportation. Annual Meeting of Members was canceled due to COVID-19.--
