IRS990ScheduleA/FactsAndCircumstancesTestTxt0ALTHOUGH OUR ORGANIZATION FAILED TO MEET THE 33 1/3% PUBLIC SUPPORT THRESHOLD IN 2023 AND 2024, PRIOR TO THIS THE ORGANIZATION FROM ITS INCEPTION (2007) THROUGH 2022 WAS ABLE TO MAINTAIN THEIR PUBLIC SUPPORT ABOVE THE MINIMUM 33 1/3% THRESHOLD REQUIREMENT. FOR 2024 AND 2023, THE ORGANIZATION JUST MISSED MEETING THE THRESHOLD. FOR 2024 THEIR PUBLIC SUPPORT WAS 31.70% AND FOR 2023 IT WAS 30.15%.ONE OF THE MAIN WAYS THAT THE ORGANIZATION HAS BEEN ABLE TO MEET THE MINIMUM THRESHOLD THROUGH FISCAL YEAR 2022 IS THROUGH OBTAINING GRANTS FROM FEMA ON A REGULAR BASIS. DURING THE ORGANIZATION'S EARLY EXISTENCE, THE ORGANIZATION WAS RECEIVING $900,000+ GRANTS ON AN ANNUAL BASIS FROM FEMA. FROM 2009 TO 2014 THE ORGANIZATION RECEIVED GRANTS FROM FEMA TOTALING APPROXIMATELY $3,607,000. HOWEVER, DUE TO CONDITIONS BEYOND THE ORGANIZATION'S CONTROL THEY WERE NOT AWARDED ANOTHER FEMA GRANT UNTIL 2017 WHICH WAS IN THE AMOUNT OF $564,564. ALTHOUGH THE ORGANIZATION WAS NOT AWARDED A GRANT DURING THE PERIOD JULY 2014 TO AUGUST OF 2017, IT WAS NOT FOR A LACK OF TRYING. ANNUALLY THE ORGANIZATION APPLIED FOR FUNDING BUT THEY WERE NOT SUCCESSFUL IN OBTAINING FUNDING. THE ORGANIZATION CHANGED ITS STRATEGY AND DECIDED NOT TO REQUEST GRANTS THAT WERE $900,000+ AND INSTEAD CUT THAT REQUEST ALMOST IN HALF. THIS STRATEGY PAID OFF WITH ITS AWARD IN 2017 AS NOTED ABOVE. THERE WAS ANOTHER PERIOD FROM AUGUST OF 2018 THROUGH AUGUST OF 2021 WHERE THEY DID NOT RECEIVE A GRANT. THEN THEY WERE AWARDED GRANTS OF $397,314 IN AUGUST OF 2021 AND ANOTHER GRANT IN JULY OF 2024 FOR $465,428. THEY RECENTLY WERE INFORMED THAT THEY WERE AWARDED ANOTHER FEMA GRANT IN SEPTEMBER OF 2025 FOR APPROXIMATELY $468,000. THE INCONSISTENCIES IN THE FEMA FUNDING HAD A DIRECT IMPACT ON THE ORGANIZATION'S ABILITY TO MEET THE 33 1/3% THRESHOLD.BASED UPON THE RECENT FEMA GRANTS NOTED ABOVE THAT WERE RECEIVED IN 2021 ($397,314) AND 2024 ($465,428), WE FORCASTED WHAT THEIR PROJECTED PUBLIC SUPPORT % WOULD BE FOR 2025 AND IT IS PROJECTING TO BE 41% WHICH PUTS THEM BACK ABOVE THE MINIMUM THRESHOLD OF 33. 1/3%. IT LIKELY WILL BE A BIT HIGHER BUT AS OF NOVEMBER 12, 2025, THE TIME THE PROJECTION WAS PERFORMED, MANAGEMENT CANNOT DETERMINE HOW MUCH OF THEIR NEW 2025 GRANT WILL BE RECEIVED BY DECEMBER 31, 2025.THE ORGANIZATION'S MISSION TARGETS THE GENERAL PUBLIC IN THAT THEY ARE TRYING TO SPREAD AWARENESS OF THE LIFE-SAVING BENEFITS OF HAVING SPRINKLER SYSTEMS IN RESIDENTIAL HOMES. ALTHOUGH THE ORGANIZATION IS BASED IN QUINCY, MASSACHUSETTS, ITS AWARENESS CAMPAIGN IS NATIONAL AND TARGETS INTERESTED PARTIES ACROSS THE COUNTRY INCLUDING THE GENERAL PUBLIC, RESIDENTIAL BUILDING CONTRACTORS AS WELL AS THOSE IN LOCAL GOVERNMENT THAT DEAL WITH BUILDING CODES.BASED UPON THE ABOVE INFORMATION, HOME FIRE SPRINKLER COALITION FEELS IT QUALIFIES AS A PUBLICLY SUPPORTED ORGANIZATION AND IT MEETS THE 10% FACTS AND CIRCUMSTANCES TEST FOR FISCAL YEAR 2023 AND 2024.
