“Vcta membership is comprised of system members and associate members. System members are cable systems operating in virginia. Associate members are individuals, firms, and corporations who provide goods and services to the virginia cable industry. Each regular member company, including a multiple system operator (mso), shall be entitled to one vote for each 50,000 subscribers, with a minimum of one vote per company and a maximum of ten votes per company or mso. Associate members shall have no voting rights. Meetings of the associate members for informational purposes only may be called and held by the corporation as it deems appropriate.”
