The liberty hill foundation is an accelerator of community organizing in los angeles. Liberty hill's nimble, innovative approach is based on current conditions, trusting relationships, and our deep understanding of los angeles social movements. Since it is impossible to predict political changes, we build organizers' skills, relationships, tools, systems and infrastructure so they are in place and ready to seize political opportunities when they arise. This approach results in long-term impact, such as passing the $15 minimum wage, wining rent caps, and securing millions of dollars in investments for youth and environmental justice. We build a diverse ecosystem of organizations to tackle today's issues and stand ready for tomorrow's movements. We use information from the frontlines of community change to continuously revise and prioritize specific issues to address. With an engaged community funding board and staff with their fingers on the pulse of community change, liberty hill retains the flexibility to direct its resources to the efforts that will result in the greatest good, balancing near-term impact and long-term capacity. We use a mix of tools to support these grassroots organizations, including responsive grantmaking; training, coaching, peer-learning, technical assistance and other capacity building; inside/outside strategies; leading and fueling advocacy campaigns; commissioner training; convening; research and analyses; and access to donors and foundations. Investing in social change is risky because we are tackling society's most intractable problems and we will sometimes fail. But overall the return on investment in community organizing is $90 to $1 so we know it works. With 40 years of experience on the frontlines of social change, we invest in campaigns to win significant victories now and fuel the ecosystem and infrastructure necessary to build long-term movements for social change.

Liberty hill envisions a society built on racial, economic, environmental and social justice in which all people have a powerful voice, including those currently shut out of our democracy, people cut off from opportunities because they are poor, because of their skin color, because of their gender or sexual orientation, because of where they live, or where they were born. We will not rest until society provides justice and equality for all.

PART V, LINE 4:

The spending policy calculates the amount of money annually distributed from the foundation's various endowed funds for grant making and administration as disclosed in part v, line 1. Accordingly, over the long term, the foundation expects its current spending policy to allow its endowment assets to grow at a rate greater than inflation. This is consistent with the foundation's objective to maintain the purchasing power of endowment assets as well as to provide additional real growth through investment returns.

PART X, LINE 2:

Generally accepted accounting principles provide accounting and disclosure guidance about positions taken by the foundation and its tax returns that might be uncertain. Management has considered its tax positions and believes that all of the positions taken by the foundation in its federal and state exempt organization tax returns are more likely than not be sustained upon examination. The foundation's returns are subject to examination by federal and state taxing authorities, generally for four years after they are filed.
