Mission

Arc community services, inc. (arc) is dedicated to helping women reclaim their lives, gain awareness of their personal self-worth, and be empowered to make the changes necessary to improve their welfare along with that of their children and families.

To establish services for women with primary involvement with the criminal justice and substance abuse system.

Governance Explanations

The prepared form 990 is reviewed and approved by the treasurer, president/ceo, and chief financial officer, who compare the information on the form 990 with the agency's audited financial statements, before the return is filed with the irs.

Form 990, Part VI, Section B, Line 12C

The agency's conflict of interest policy for officers and directors is included in the agency's bylaws. All members of the governing body are screened for conflicts of interest prior to their appointment, and once on the governing body, no director may conduct any business with the agency. If for any reason an employee hires a member of the governing body (e.g., an employee hires an attorney for a divorce, will, sale of house, etc.), the employee informs the president/ceo of the nature of the business and this relationship is announced at the next meeting of the governing body. This relationship should not have anything to do with the agency's business and would not be considered a conflict of interest per our conflict of interest policy.

Form 990, Part VI, Section B, Line 15

The compensation of the president/ceo, chief financial officer, chief operating officer are determined annually by the governing body. The directors vote on the compensation amounts and the decision is documented in the minutes of that meeting. All employee benefits are reviewed and approved by the governing body and are based on years of service and levels of responsibility.

Arc's governing documents are public documents that are on file with the state of wisconsin in accordance with the wisconsin statutes that require all articles of incorporation, financial statements, and bylaws of a 501(c)(3) organization filed with the state of wisconsin be available to anyone who requests them. Therefore, anyone who comes to the office of arc community services, inc. And requests the governing documents would be given copies in accordance with the wisconsin statutes. Arc's conflict of interest policy as it relates to the governing body is included in the agency's bylaws, which can be obtained upon request. The conflict of interest policy as it relates to staff is included in the grievance policy and procedures section of arc's personnel manual that is provided to each staff member on their first day of employment.

ARC ALSO PROVIDES JAIL-DIVERSION CASE MANAGEMENT TO DANE COUNTY RESIDENTS, WHO CAN ALSO ACCESS OUR TREATMENT PROGRAMMING. IN ADDITION TO TREATMENT, ARC PROVIDES SERVICES THAT ADDRESS THE BARRIERS TO TREATMENT THAT WOMEN OFTEN FACE BY PROVIDING CHILDCARE, ARRANGING TRANSPORTATION, AND HELPING WITH HOUSING, SCHOOLING AND EMPLOYMENT. ALL PROGRAMMING IS HOLISTIC AND BASED ON BEST PRACTICES AND CURRENT RESEARCH, WITH A SPECIFIC FOCUS ON PREGNANT AND POST-PARTUM WOMEN AND THEIR CHILDREN. EACH WOMAN CREATES HER OWN UNIQUE TREATMENT PLAN AND STAFF SUPPORT HER IN REACHING THOSE TREATMENT GOALS, RANGING FROM HARM REDUCTION TO COMPLETE ABSTINENCE. ALL WOMEN ARE ENCOURAGED TO INVOLVE THEIR FAMILY MEMBERS, AS THEY DEFINE THEM, IN THEIR TREATMENT AS ARC BELIEVES TREATING THE WHOLE FAMILY IS CRITICAL TO INTERRUPTING THE INTERGENERATIONAL CYCLE OF SUBSTANCE USE, TRAUMA, AND POVERTY.
