The prepared form 990 is reviewed and approved by the treasurer, president & ceo, and chief financial officer, who compare the information on the form 990 with the agency's audited financial statements, before the return is filed with the irs.

Form 990, Part VI, Section B, Line 12C

The agency's conflict of interest policy for officers and directors is included in the agency's bylaws. All members of the governing body are screened for conflicts of interest prior to their appointment, and once on the governing body, no director may conduct any business with the agency. If for any reason an employee hires a member of the governing body (e.g., an employee hires an attorney for a divorce, will, sale of house, etc.), the employee informs the president & ceo of the nature of the business and this relationship is announced at the next meeting of the governing body. This relationship should not have anything to do with the agency's business and would not be considered a conflict of interest per our conflict of interest policy.

Form 990, Part VI, Section B, Line 15

The compensation of the president & ceo, chief financial officer, director of correctional services, and director of aoda services are determined annually by the governing body. The chief financial officer and president & ceo prepare proposed compensation amounts for the directors that take into consideration fair market value, years of service, and available funds. The directors vote on the compensation amounts and the decision is documented in the minutes of that meeting. All employee benefits are reviewed and approved by the governing body and are based on years of service and levels of responsibility.

Arc's governing documents are public documents that are on file with the state of wisconsin in accordance with the wisconsin statutes that require all articles of incorporation, financial statements, and bylaws of a 501(c)(3) organization filed with the state of wisconsin be available to anyone who requests them. Therefore, anyone who comes to the office of arc community services, inc. And requests the governing documents would be given copies in accordance with the wisconsin statutes. Arc's conflict of interest policy as it relates to the governing body is included in the agency's bylaws, which can be obtained upon request. The conflict of interest policy as it relates to staff is included in the grievance policy and procedures section of arc's personnel manual that is provided to each staff member on their first day of employment.

THIS PROJECT IS JOINTLY FUNDED BY THE CITY OF MADISON AND DANE COUNTY AND PROVIDES DIVERSION SERVICES ON AN OUTPATIENT BASIS FOR WOMEN INVOLVED IN PROSTITUTION AS PROCESSED BY THE CITY OF MADISON AND DANE COUNTY DISTRICT ATTORNEY'S OFFICES FOR THE VIOLATION OF LOITERING AND OTHER PROSTITUTION RELATED ORDINANCES AND STATUTES IN LIEU OF FINES, COURT APPEARANCES AND JAIL TIME. RESPECT PROVIDES AN ALTERNATIVE TO THE "REVOLVING DOOR" NATURE OF THE OFFENSE. INDIVIDUALIZED SERVICE PLANS ARE DEVELOPED WITH EACH WOMAN AND THE REFERRAL SOURCE TO MEET HER NEEDS FOR STABLE RECOVERY. SUCCESSFUL COMPLETION OF CONTRACTS RESULTS IN THE DISMISSAL OF CRIMINAL CHARGES. LOCATED IN THE COMMUNITY, RESPECT ALSO EMPHASIZES PREVENTION AND EARLY INTERVENTION BY ENCOURAGING SELF-REFERRALS.RESPECT PROVIDES A SAFE SPACE AND PEER SUPPORT AS WELL AS ADVOCACY, CASE MANAGEMENT, COUNSELING AND CRISIS INTERVENTION ON AN OUTPATIENT BASIS IN ORDER TO ASSIST WOMEN IN LEAVING PROSTITUTION AND TO HELP THEM INTO ESSENTIAL COMMUNITY SERVICES IN ORDER TO ADDRESS A WOMAN'S HEALTH, ECONOMIC, AND FAMILY NEEDS SO SHE CAN DEVELOP A SAFE, CONSTRUCTIVE LIFESTYLE. BEGINNING IN 1998, RESPECT RECEIVED FUNDING FROM THE MADISON AIDS NETWORK AND STATE DEPARTMENT OF PUBLIC HEALTH AND CENTER FOR DISEASE CONTROL TO ADD AN HIV/AIDS OUTREACH PREVENTION AND EDUCATION PEER COUNSELING PROGRAM COMPONENT.IN MARCH 2012, RESPECT RECEIVED A GRANT FROM THE U.S. DEPARTMENT OF JUSTICE TO PROVIDE SERVICES TO VICTIMS OF SEX TRAFFICKING. THIS PROVIDES SERVICES FOR VICTIMS OF DOMESTIC HUMAN TRAFFICKING BY COLLABORATING WITH PARTNER AGENCIES AND COORDINATING THE DELIVERY OF SERVICES TO EACH VICTIM RESPECT SERVES.

THE PROJECT IS LICENSED BY THE STATE AS AN EIGHT BED CBRF FOR WOMEN WHO ARE REMANDED TO THE DEPARTMENT OF CORRECTIONS FOR INTENSIVE COMMUNITY SUPERVISION. THIS PROJECT SERVES AS A DIVERSION ALTERNATIVE FOR WOMEN AT RISK OF INCARCERATION AS WELL AS A TRANSITIONAL LIVING PLACEMENT TO ASSIST WOMEN WITH COMMUNITY REINTEGRATION. THE PROGRAM, LIKE ALL ARC PROJECTS, IS DESIGNED IN RESPONSE TO SPECIAL NEEDS OF THE FEMALE OFFENDER SO AS TO EMPOWER WOMEN TO MAKE RESPONSIBLE LIFE CHOICES. IN ADDITION, IT INCORPORATES THE COMMON RESIDENTIAL ELEMENTS OF A STRUCTURED LIVING SITUATION WITH ACCOUNTABILITY MEASURES; CASE MANAGEMENT EMPHASIS WITH RELATED PHASE SYSTEM OF INCREASING PRIVILEGES; COGNITIVE INTERVENTION SKILLS BUILDING PROGRAM; AND A COMMUNITY-BASED PROGRAM TO PROVIDE FOR THE DEVELOPMENT OF A STRONG COMMUNITY SUPPORT SYSTEM FOR EACH WOMAN AND HER FAMILY.
IRS990/ProgSrvcAccomActyOtherGrp/Desc1ARC COMPREHENSIVE OUTPATIENT SERVICES (COPS) FOR WOMEN & THEIR FAMILIES - THIS PROJECT WAS AWARDED IN JANUARY OF 2012 AS ONE OF SIX PROJECTS FUNDED STATEWIDE BY THE DEPARTMENT OF HEALTH SERVICES AS A STATEWIDE URBAN/RURAL WOMEN'S ALCOHOL AND OTHER DRUG ABUSE TREATMENT. THIS PROJECT PROVIDES COMPREHENSIVE ASSESSMENT SERVICES, CASE MANAGEMENT, TRANSITIONAL HOUSING, INTEGRATED AODA/TRAUMA PROGRAMS, INTENSIVE OUTPATIENT SERVICES AND INCREASED TREATMENT FLEXIBILITY TO IMPROVE THE SUCCESS OF WOMEN AND THEIR FAMILIES IN THEIR ABILITY TO ACHIEVE HEALTHY, INTACT FAMILY FUNCTIONING AND TO RECOVER SUCCESSFULLY FROM THEIR SUBSTANCE ABUSE PROBLEMS. A CHILD AND FAMILY THERAPIST IS A MEMBER OF THE ON-SITE THERAPEUTIC CHILDCARE TEAM THAT SCREENS FOR AND REFERS CHILDREN WITH DEVELOPMENTAL DELAYS IN ADDITION TO PROVIDING THERAPY SERVICES.
IRS990/ProgSrvcAccomActyOtherGrp/Desc2ARC CENTER FOR WOMEN AND CHILDREN - THE CENTER IS A LICENSED COMMUNITY-BASED, WOMEN'S-SPECIFIC, ALCOHOL AND OTHER DRUG ABUSE DAY TREATMENT PROGRAM WITH SERVICES SPECIFICALLY FOR THE CHILDREN OF THE MOTHERS SERVED, INCLUDING ONSITE CHILD CARE FOR UP TO FIFTEEN CHILDREN UP THROUGH FIVE YEARS OF AGE, COMMUNITY CHILD CARE PLACEMENT, CHILD/FAMILY THERAPY, PARENTING FOR THE MOTHERS AND AODA PREVENTION SERVICES FOR THE CHILDREN. THE DAY TREATMENT PROGRAM PROVIDES WOMEN-SPECIFIC AODA EDUCATIONAL AND TREATMENT SERVICES FIVE DAYS PER WEEK. CASE MANAGEMENT SERVICES PRIOR TO ENTRY TO STABILIZE WOMEN FOR TREATMENT AND AN AFTERCARE PROGRAM ARE ALSO PROVIDED. SERVICES ARE DESIGNED TO: ADDRESS THE CHILDCARE BARRIERS WOMEN FACE AS THEY ATTEMPT TO ACCESS TREATMENT; PROVIDE AODA TREATMENT WITHIN THE FAMILY CONTEXT, PARTICULARLY THE MOTHER/CHILD BOND; INCREASE SUCCESSFUL TREATMENT OUTCOMES FOR MOTHERS WHILE IMPROVING THE WELFARE OF THE CHILDREN; ADDRESS THE NEEDS OF THE FAMILY UNIT RELATING TO THOSE PROBLEMS ASSOCIATED WITH SECOND GENERATIONAL ABUSE; DEVELOP A REPLICABLE AODA TREATMENT PROGRAM THAT IS WOMEN-SPECIFIC AND ADDRESSES WOMEN'S UNIQUE NEEDS; FOSTER HEALTHY FAMILY FUNCTIONING AND REDUCE OUT-OF-HOME PLACEMENTS OF YOUNG CHILDREN; PROVIDE PARENTING AND FAMILY SUPPORT TO ASSIST IN STOPPING THE CYCLE OF CHILD ABUSE/NEGLECT; PROVIDE CASE MANAGEMENT SERVICES TO ASSIST WITH THE DEVELOPMENT OF A STABLE LIFESTYLE, INCLUDING CLOTHING, FOOD, SHELTER, AND MEDICAL ATTENTION; INCREASE SUCCESSFUL PARTICIPATION IN ECONOMIC INITIATIVE (W2) AND IMPROVE EMPLOYABILITY/ECONOMIC SELF-SUFFICIENCY. OPENED IN 1989, THIS PROJECT WAS ORIGINALLY THE STATE DEMONSTRATION PROJECT "MODEL WOMEN'S AODA TREATMENT PROGRAM AND PART OF 1989'S ACT 339 OMNIBUS DRUG BILL. THIS PROGRAM IS CURRENTLY ADMINISTERED BY THE DANE COUNTY HUMAN SERVICES DEPARTMENT. IT ALSO RECEIVES UNITED WAY FUNDS.

SINCE 1985, ARC HOUSE IS ALSO A STATE CERTIFIED ALCOHOL AND OTHER DRUG ABUSE RESIDENTIAL TREATMENT FACILITY. ARC HOUSE PROVIDES WOMEN-SPECIFIC PROGRAM SERVICES THAT ADDRESS CHEMICAL DEPENDENCY, PHYSICAL AND SEXUAL ABUSE, DEPENDENT AND ABUSIVE RELATIONSHIPS, COGNITIVE INTERVENTIONS SKILL BUILDING, HEALTH PROBLEMS, EMPLOYMENT AND MONEY MANAGEMENT NEEDS, ALTERNATIVE LEISURE TIME USE, CHILD ABUSE AND PARENTING EDUCATION, AND CHILD CUSTODY AND OTHER MOTHER/CHILD REUNIFICATION ISSUES. ALL PROGRAMS INCORPORATE THE DEPARTMENT OF CORRECTIONS RESTORATIVE JUSTICE MODEL. THE DIVISION OF COMMUNITY CORRECTIONS FUNDS THIS PROGRAM.

THIS FACILITY AND ITS BEDS WERE TRANSFERRED TO THE DIVISION OF INTENSIVE SANCTIONS (DIS) OFFICIALLY IN JULY OF 1992 AND SERVED DIS ELIGIBLE FEMALE OFFENDERS. CURRENTLY UNDER THE DIVISION OF COMMUNITY CORRECTIONS THIS PROGRAM NOW SERVES FEMALE OFFENDERS IN TRANSITION TO THE COMMUNITY.THIS FACILITY IS A STATE LICENSED CBRF WITH EIGHT BEDS FUNDED BY THE DEPARTMENT OF CORRECTIONS AND FOUR BEDS FUNDED BY THE FEDERAL BUREAU OF PRISONS. THE FACILITY IS LOCATED IN A CENTRAL LOCATION EASILY ACCESSIBLE TO TRANSPORTATION AND COMMUNITY SERVICES. THIS FACILITY'S PRIMARY PURPOSE IS TO PROVIDE A GRADUAL TRANSITIONAL LIVING SITUATION FOR WOMEN OFFENDERS AS A BRIDGE FROM INSTITUTIONAL LIVING TO PAROLE STATUS IN THE COMMUNITY. SERVICES ARE PROVIDED ON A WEEKLY STRUCTURED CYCLE THAT EMPHASIZES CASE MANAGEMENT, SUPERVISION, COGNITIVE INTERVENTIONS SKILL BUILDING, A SAFE ENVIRONMENT, AND ASSISTANCE IN USING COMMUNITY SERVICES.

THIS GRANT FUNDS AN OUTREACH COUNSELOR AND PRIMARY COUNSELOR TO COORDINATE SERVICES WITH PROVIDERS OF METHADONE, SUBOXONE AND VIVITROL, MEDICATIONS THAT REDUCE CRAVINGS FOR OPIATES. THE STAFF ALSO PROVIDES OUTREACH AND INTERVENTION SERVICES TO OPIATE USERS IN THE COMMUNITY, PEER SUPPORT, AND SUPPORT GROUP COUNSELING TO WOMEN IN TREATMENT AT ARC IN ANY ONE OF OUR OUTPATIENT TREATMENT PROGRAMS. IT ALSO FUNDS RESIDENTIAL PLACEMENT AT OUR DAYTON AND MATERNAL INFANT PROGRAM FACILITIES.
IRS990/ProgSrvcAccomActyOtherGrp/Desc6ARC HEALTHY BEGINNINGS - THIS PROJECT WAS A FEDERAL DEMONSTRATION PROJECT WHICH OPENED IN 1994, TO IMPLEMENT AN IDEAL TREATMENT MODEL FOR THE RECOVERY OF PREGNANT AND POSTPARTUM WOMEN AFFECTED BY CHEMICAL ABUSE. THE PROGRAM PROVIDES WOMEN WITH A FULL TREATMENT PROGRAM FOR RECOVERY ON A DAY TREATMENT BASIS. WOMEN ATTEND PROGRAMMING MONDAY-FRIDAY, 9:00 AM TO 3:00 PM FOR FOUR MONTHS AND THEN MOVE INTO A PART TIME AFTERCARE PROGRAM. TRANSPORTATION AND NOON MEALS ARE PROVIDED. CHILDREN UP THROUGH FIVE YEARS OF AGE ARE ENROLLED IN THE ON-SITE LICENSED CHILDCARE CENTER DURING THE PERIOD THE MOTHER IS ENROLLED IN THE TREATMENT PROGRAM. PROGRAM SERVICES ARE DESIGNED TO ENCOURAGE RECOVERY IN A SUPPORTIVE MANNER WHILE: ADDRESSING THE MOTHER/CHILD BOND; PROVIDING INCREASED ACCESS TO PRENATAL CARE AND WELL CHILD CARE, THUS POSSIBLY DECREASING BIRTH COMPLICATIONS; AND ENHANCING MATERNAL ATTACHMENT AND PARENTING SUPPORT TO ASSIST IN STOPPING THE CYCLE OF CHILD ABUSE AND NEGLECT AND TO INCREASE FAMILY INTACTNESS AND HEALTHY FAMILY FUNCTIONING. SERVICES INCLUDE: WOMEN SPECIFIC DAY TREATMENT AODA SERVICES FOR WOMEN WHO ARE PREGNANT OR POSTPARTUM, LICENSED CHILDCARE PROVIDED ON-SITE OR THROUGH COMMUNITY CHILDCARE COORDINATION, PRENATAL/POSTPARTUM CARE, WELL CHILD CARE COORDINATION, HEALTH EDUCATION, PARENTING ASSISTANCE AND INFANT CARE CLASSES THAT ENHANCE THE MOTHER/CHILD BOND, CASE MANAGEMENT SERVICES THAT IMPROVE INDEPENDENT LIVING SKILLS INCLUDING VOCATIONAL/EDUCATIONAL ASSISTANCE, MENTAL HEALTH SERVICES THAT ADDRESS ABUSE ISSUES ESPECIALLY CHILD AND SEXUAL ABUSE, AND AFTERCARE SERVICES ON A STEP-DOWN BASIS. THIS PROGRAM CONSISTS OF A COORDINATED EFFORT INTENDED TO INTERRUPT THE OFFENDER'S AODA/CRIMINALITY BY FORMING A BRIDGE BETWEEN THE CRIMINAL JUSTICE SYSTEM AND AODA TREATMENT PROGRAMS IN ORDER TO PROVIDE A DIVERSION PROGRAM FOR OFFENDERS WITH AODA ISSUES WHO WOULD OTHERWISE BE JAILED IN THE OVERCROWDED CRIMINAL JUSTICE SYSTEM. THIS PROGRAM IS ADMINISTERED BY THE DANE COUNTY HUMAN SERVICES DEPARTMENT.
