“The Rotary Club of Millbrook produces and distributes an annual telephone directory of local businesses which pay for the advertising. Gross receipts in 2016 were $36630; net receipts were $16818. All sales, editing, layout, and distribution labor is volunteer. Printing and webdesign were done by contractors and provide less than 15% of the labor input. Thus the directory qualifies for exception 02 from 990-T due to labor being a material factor and substantially all labor is volunteer.”
