“The Bronx Council for Environmental Quality seeks to establish as an inherent human right a sound, forward looking policy regarding an aesthetic, unpolluted environment with a natural and historic heritage. Implicit in this statement of purpose is a concern for 1.intelligent land use, good urban design relevant to the condition, open space, respect for natural topography. 2.waste management program to reduce pollution and conserve natural resources, monitoring by a responsible agency new factors introduced into the environment before general acceptance followed by periodic check e.g. Food Drug Admin.. 3.preservation of our natural park land, natural shore lines and waterways, another natural resources, historic sites and landmarks, free from further construction, refuse dumping, littering, land filling and all other forms of encroachment and ecological destruction and pollution. 4.wide public cooperation in this effort believing this, as we do, to be essential to a decent present and future environment. 5.realistic enforcement of environmental legislation.”
