Governance Explanations

Form 990, Part VI, Section A, Line 6

Membership is available in three different categories: individual, affiliate and organizational. Individual memberships are for one individual and are offered in five categories: individual, individual plus, honored senior, student, and military. Three-year memberships are available as well as lifetime membership. Some state affiliate chapters of ncpg offer joint memberships, which are individual memberships in both that state and the national councils, providing a substantial discount on the national membership as well as increased support and involvement for the state chapter. State affiliate members provide local services and advocacy, while ncpg focuses on national policies, standards and education, including federal advocacy and broad advocacy training. Ncpg recognizes only one affiliate per state and they are subject to specific standards and annual status renewal. Organizational membership is for corporations and other businesses, nonprofit organizations, and government agencies, including tribal entities. There are three levels. Nonprofits and government agencies may participate using substantially discounted rates. Depending on the level chosen, a number of staff or board members are entitled to individual memberships as part of the benefits of the organizational membership. Organizational members are provided public recognition on our website.

The ncpg board of directors delegates the duty of reviewing the 990 prior to filing to its finance committee and senior staff, who review the 990 during the process of finalizing it.

The volunteers handbook for board and committee members provides the conflict-of-interest policy. Board, committee and staff members are required to sign and submit a form stating any conflicts, which are reviewed and maintained as a file; and to notify staff & board if any additional conflicts arise during that year of their term of service. There are 35 state affiliate chapters affiliates are not-for-profit organizations that have implemented a comprehensive program in problem gambling and have completed a formal application and review process with ncpg. Each chapter is required to undergo an annual affiliate renewal process to ensure that their operations fulfill our mutual mission and meet basic requirements. The affiliate chapters have a charter document that governs how they work together in committee and with ncpg. Both the charter and the renewal documents are reviewed annually.

Financial Statement Notes

PART X, LINE 2:

The council is a not-for-profit organization exempt from federal income tax, other than net unrelated business income taxes, under the provisions of section 501(c)(3) of the internal revenue code and is recognized as such by the internal revenue service. The provisions included in accounting principles generally accepted in the united states of america provide consistent guidance for the accounting for uncertainty in income taxes recognized in an entity's financial statements and prescribe a threshold of "more likely than not" for recognition of tax positions taken or expected to be taken in a tax return. The council performed an evaluation of uncertain tax positions as of december 31, 2024, and determined that there were no matters that would require recognition in the accompanying financial statements or which may have any effect on its tax-exempt status. As of december 31, 2024, the statute of limitations for fiscal years 2021 through 2024 remains open with the u.s. Federal jurisdiction or the various state and local jurisdiction in which the council files tax returns. It is the council's policy to recognize interest and/or penalties related to uncertain tax positions, if any, as income tax expense in the statements of activities and changes in net assets.

SINCE NCPG LICENSED THE 1-800-GAMBLER NUMBER IN 2022, THE NATIONAL PROBLEM GAMBLING HELPLINE HAS EXPERIENCED RAPID GROWTH IN AWARENESS, ACCESS, AND EFFECTIVENESS, INCLUDING A 34% INCREASE IN MONTHLY CALL TRAFFIC.THE NCPG HELPLINE IS THE ONLY SUCH '911' SERVICE IN THE U.S. FOR PEOPLE DEALING WITH GAMBLING PROBLEMS (INCLUDING FAMILY AND LOVED ONES) AND IS THE ONLY ACCESS TO HELP IN MANY STATES. CASINOS CLUSTERED ON STATE BORDERS, AND SPORTS EVENTS AND THEIR SPORTS-BETTING ADS CROSS STATE LINES AND OFTEN REACH INTO AREAS WHERE THERE ARE NO PROBLEM GAMBLING SERVICES.
