Mission

Housing conservation coordinators is a community-based, not-for-profit organization anchored in the hells kitchen/clinton neighborhood on manhattans west side. We are dedicated to advancing social and economic justice and fighting for the rights of poor, low-income and working individuals and families. With a primary focus on strengthening and preserving affordable housing, we seek to promote a vibrant and diverse community with the power to shape its own future.

Governance Explanations

Form 990, Part VI, Line 11B Review of form 990 by governing body

A copy of hcc's draft form 990 is reviewed by the executive director and the outside consultant (controller). It is then provided to each member of the board of directors for review and finalization. If there are any questions regarding the 990, they are followed up by the executive director and outside consultant (controller) for resolution, prior to finalization.

Form 990, Part VI, Line 12C Conflict of interest policy

Hcc employees are required to disclose any conflict upon start of employment and must renew their statement periodically. If a conflict should arise, the individual with a conflict must recuse him or herself from the process. No such conflicts existed in 2024. Hcc board members completed new conflict of interest disclosure forms in 2024.

Top management is evaluated and compensation adjustments are completed by his/her supervisor and reviewed by and approved by hcc's board of directors and includes a study of compensation of employees in comparable positions in not-for-profit organizations of similar size and mission as a determining factor in compensation adjustment. This process was performed in april 2025.

Management has evaluated their income tax positions under the guidance included in asc 740. Based on their review, management has not identified any material uncertain tax positions to be recorded or disclosed in the financial statements.

Schedule D, Part IV, Line 2B Explanation of escrow agreement

Hcc holds funds obtained from building owners in escrow as required by its new york state weatherization program. These funds are held in escrow until the weatherization project is completed. Each project ranges in time of completion between one to six months. Upon completion, these funds are released from escrow.
