The university's form 990 is prepared by the finance staff of the university. The review process includes the university's cfo, president and distributing a copy of the 990 to every board member to read. The university's independent auditor also reviews and signs the 990 prior to filing with the internal revenue service.

Form 990, Part VI, Section B, Line 12C

Trustees, officers, directors, and key employees are required, on an annual basis, to read, disclose conflicts in writing and sign the university's conflict of interest statement.

Form 990, Part VI, Section B, Line 15

The process for determining compensation for the organization's president and other top management is modeled after the requirements in internal revenue code 4958 to establish the presumption of reasonable compensation. The board of trustees delegates the authority to review and approve the presidents and other top managements compensation to a compensation committee (the committee). The committee is comprised of independent members of the board of trustees and meets at least twice a year. By engaging an independent compensation consultant, the committee considered comparable market data from published surveys and form 990 of comparable organizations in evaluating the compensation for each individual. The committee conducted a review of this comparability data and documented its deliberation and discussion in minutes that are retained with other goverance materials of the organization. The committee followed the process to establish the presumption that compensation paid to the organization's president and other top management for purposes of section 4958 by relying on professional advice in the written opinion of reasonableness from the independent compensation consultant. The committee informs the board of its decisions at the next board meeting.

THE UNIVERSITY OFFERS DEGREE PROGRAMS IN THE COLLEGE OF ARTS AND SCIENCES, THE COLLEGE OF BUSINESS, THE COLLEGE OF EDUCATION, THE COLLEGE OF HEALTH PROFESSIONS, THE COLLEGE OF SOCIAL AND BEHAVIORAL SCIENCES AND THE COLLEGE OF TECHNOLOGY. THE UNIVERSITY SERVED 20,480 (UNDUPLICATED) STUDENTS DURING FISCAL 2017, OFFERING PROGRAMS AT MULTIPLE LOCATIONS IN DELAWARE, NEW JERSEY AND MARYLAND AS WELL AS PROVIDING AN ON-LINE MODALITY. IN APRIL OF 2017 THE UNIVERSITY ACQUIRED AN APPROXIMATE 40 ACRE PARCEL OF LAND IN NORTHERN NEW CASTLE COUNTY, DELAWARE. THE UNIVERSITY HAS ALSO SECURED PERMISSION TO CONSTRUCT THREE BUILDINGS ON THE SITE. THE FIRST OF THE BUILDINGS WILL BE AN APPROXIMATE 60,000 SQUARE FOOT FACILITY WHICH WILL PROVIDE THE UNIVERSITY SPACE ON WHICH TO EXPAND IN A LOCATION THAT IS CONVENIENT TO STUDENTS IN NORTHERN NEW CASTLE COUNTY DELAWARE, DELAWARE COUNTY AND SOUTHERN CHESTER COUNTY PENNSYLVANIA. THE ANTICIPATED COMPLETION FOR THE FACILITY IS SUMMER/FALL OF 2018. THIS IS AN EXTENSIVE UNDERTAKING, ONE THAT WILL REQUIRE A NUMBER OF YEARS TO COMPLETE. HOWEVER, THIS MILESTONE IS TRULY REPRESENTATIVE OF HOW MUCH THE UNIVERSITY IS GROWING BOTH IN OUR ABILITY TO PROVIDE CONTINUING EDUCATIONAL OPPORTUNITIES TO OUR COMMUNITY AS WELL AS IN OUR PHYSICAL SIZE. IN FEBRUARY OF 2016 THE UNIVERSITY EMBARKED ON THE PROCESS OF REPLACING ITS STUDENT INFORMATION SYSTEM AND CUSTOMER RELATIONSHIP MANAGEMENT SYSTEMS. THESE NEW SYSTEMS AND THEIR RELATED BUSINESS PROCESSES WILL FUNDAMENTALLY SHAPE OUR LONG-TERM STRATEGIC INITIATIVES IN THE YEARS AHEAD. THE SYSTEMS WILL ENHANCE OUR ABILITY TO PROVIDE A QUALITY EDUCATIONAL EXPERIENCE FOR EACH AND EVERY STUDENT. THIS PROJECT WILL ENABLE THE UNIVERSITY TO BETTER SERVE OUR STUDENTS WHILE IMPROVING EFFICIENCY AND EFFECTIVENESS. PROGRESS ON THE IMPLEMENTATION HAS BEEN EXCELLENT, THE FUNDAMENTAL ASPECTS OF THE SYSTEM ARE FULLY FUNCTIONAL AND IN EARLY SPRING OF 2017 THE UNIVERSITY WAS REGISTERING STUDENTS ON THE NEW SYSTEM FOR THE FALL 2017 SEMESTER. IN AN EFFORT TO GAIN FURTHER RECOGNITION AT BOTH A REGIONAL AND NATIONAL LEVEL THE COLLEGE OF SOCIAL AND BEHAVIORAL SCIENCES PRESENTED AT SEVERAL NATIONAL CONFERENCES INCLUDING THE TEACHING FAMILY SCIENCE CONFERENCE, THE NATIONAL CONFERENCE ON FAMILY RELATIONS, AND THE INSTITUTE ON VIOLENCE, ABUSE AND TRAUMA INTERNATIONAL SUMMIT. THE COLLEGE OF BUSINESS HAS MOVED FORWARD WITH AN UNDERGRADUATE DEGREE IN BUSINESS MANAGEMENT WITH A CONCENTRATION IN HEALTHCARE MANAGEMENT TO BE OFFERED IN FALL 2017. THE UNIVERSITY CONTINUES TO REACH OUT AND SERVE THE MEMBERS OF THE UNITED STATES MILITARY. IN PARTICULAR THE EXTERNAL AFFAIRS DEPARTMENT PARTNERED WITH THE DELAWARE DELEGATION TO HOST A VETERANS JOB FAIR, HOSTED THE 5TH ANNUAL "OUR COMMUNITY SALUTES" IN PARTNERSHIP WITH THE ASSOCIATION OF THE US ARMY - DELAWARE CHAPTER AND VISITED FOUR UNITED STATES COAST GUARD BASES. THE UNIVERSITY'S INSTITUTIONAL RESEARCH DEPARTMENT WAS A PRESENTER AT THE REGIONAL NEAIR CONFERENCE.
