Governance Explanations

Form 990, Part VI, Section B, Line 11

The university's form 990 is prepared by the finance staff of the university. The review process includes the university's cfo, president and distributing a copy of the 990 to every board member to read. The university's independent auditor also reviews and signs the 990 prior to filing with the internal revenue service.

Form 990, Part VI, Section B, Line 12C

Trustees, officers, directors, and key employees are required, on an annual basis, to read, disclose conflicts in writing and sign the university's conflict of interest statement.

Form 990, Part VI, Section B, Line 15

The process for determining compensation for the organization's president and other top management is modeled after the requirements in internal revenue code 4958 to establish the presumption of reasonable compensation. The board of trustees delegates the authority to review and approve the presidents and other top managements compensation to a compensation committee (the committee). The committee is comprised of independent members of the board of trustees and meets at least twice a year. By engaging an independent compensation consultant, the committee considered comparable market data from published surveys and form 990 of comparable organizations in evaluating the compensation for each individual. The committee conducted a review of this comparability data and documented its deliberation and discussion in minutes that are retained with other goverance materials of the organization. The committee followed the process to establish the presumption that compensation paid to the organization's president and other top management for purposes of section 4958 by relying on professional advice in the written opinion of reasonableness from the independent compensation consultant. The committee informs the board of its decisions at the next board meeting.

THE UNIVERSITY OFFERS 52 DEGREE PROGRAMS AT THE ASSOCIATE'S, BACHELOR'S, MASTER'S AND DOCTORAL LEVELS. THE UNIVERSITY OFFERS DEGREE PROGRAMS IN THE COLLEGE OF ARTS AND SCIENCES, THE COLLEGE OF BUSINESS, THE COLLEGE OF EDUCATION, THE COLLEGE OF HEALTH PROFESSIONS, THE COLLEGE OF SOCIAL AND BEHAVIORAL SCIENCES AND THE COLLEGE OF TECHNOLOGY. THE UNIVERSITY SERVED 19,116 (UNDUPLICATED) STUDENTS DURING FISCAL 2014, OFFERING PROGRAMS AT MULTIPLE LOCATIONS IN DELAWARE, NEW JERSEY AND MARYLAND AS WELL AS PROVIDING AN ON-LINE MODALITY. THE UNIVERSITY FORMED ANOTHER EDUCATIONAL PARTNERSHIP IN THE STATE OF NEW JERSEY AT ROWAN COLLEGE GLOUCESTER COUNTY. THIS BRINGS THE TOTAL NEW JERSEY AGREEMENTS TO FOUR. THE ALUMNI RELATIONS DEPARTMENT CREATED A NEW MARYLAND CHAPTER. THE UNIVERSITY'S BRANDYWINE SITE SECURED A LARGER FACILITY WITHIN THE SAME COMPLEX AND AS A RESULT WAS ABLE TO DOUBLE PROGRAM OFFERINGS. THE FACILITY'S DEPARTMENT SUCCESSFULLY RENOVATED SPACE PREVIOUSLY OCCUPIED BY THE LAYTON SCHOOL AT OUR READ'S WAY LOCATION PROVIDING APPROXIMATELY 15,000 TO 18,000 SQUARE FEET OF ADDITIONAL OFFICE SPACE. IN ADDITION FACILITY'S ALSO RENOVATED A CHEMISTRY LAB IN DAC, MENS AND WOMENS LOCKER ROOMS IN THE PRATT BUILDING, CREATED A FOOD SERVICE LOCATION FOR STUDENTS IN PRATT AND AUTOMATED THE HAVC SYSTEM IN THE ROUTE 40 ATHLETIC FACILITY. THE COOPERATIVE EDUCATION DEPARTMENT EXPANDED PARTICIPATION AND CO-OP EXPERIENCES INCLUDING CONDUCTING 337 STUDENT INTERVIEWS FOR POTENTIAL PLACEMENT, 33 CLASSROOM PRESENTATIONS AND INCREASED PARTICIPATION IN STUDENT ACTIVITIES ON CAMPUS TO MAXIMIZE THE VISABLITY OF CO-OP OFFERINGS. THE COLLEGE OF SOCIAL AND BEHAVIORIAL SCIENCES LAUNCHED A CONFLICT RESOLUTION CERTIFICATE IN FALL OF 2013 WITH 22 STUDENTS PARTICIPATING. THE COLLEGE OF ARTS AND SCIENCES LAUNCED A NEW BACHELOR'S DEGREE IN COMMUNICATION IN FALL 2013. THE PROGRAM CURRENTLY HAS OVER 120 STUDENTS. THE ACADEMIC AFFAIRS DEPARTMENT PILOTED A STRUCTURED 5-MODULE TRAINING PROGRAM TO ALL FACULTY DURING THIS FISCAL YEAR. TO DATE THE MODULES HAVE BEEN ENTERED 631 TIMES BY 484 UNIQUE INSTRUCTORS. ON-LINE LEARNING DEVELOPED 93 NEW COURSES BRINGING THE TOTAL NUMBER OF DEVELOPED COURSES TO 668 A 16% INCREASE OVER THE PRIOR YEAR. THIS GROWTH RESULTED IN 28 NEWLY COMPLETED ON-LINE PROGRAMS BRINGING THE TOTAL TO 85, A 39% INCREASE OVER THE PRIOR YEAR. LASTLY THE WEB COMMUNICATIONS DEPARTMENT REDESIGNED THE UNIVERSITY WEB SITE TO ALIGN THE SITE WITH CURRENT BRANDING EFFORTS, ENHANCE THE EXPERIENCE VISITING FROM MOBILE DEVICES AND EXPANDED CONTENT FOR VISITORS TO LEARN ABOUT AND ENGAGE WITH THE UNIVERSITY. WE ARE ESPECIALLY COMMITTED TO CARING FOR OUR STUDENTS AS CUSTOMERS AND PARTNERS AS SUCH THE UNIVERSITY SERVED A TOTAL OF 19,116 STUDENTS INCLUDING 11,807 UNDERGRADUATE AND 7,309 GRADUATE STUDENTS DURING FISCAL 2014. THE UNIVERSITY AWARDED 3,046 TOTAL DEGREES, INCLUDING 1,754 UNDERGRADUATE AND 1,292 GRADUATE DURING FISCAL 2014.
