ReasonableCauseExplanation/ExplanationTxt0THE ENTITY CHANGED MANAGEMENT AFTER THE YEAR HAD ENDED. USDA APPROVED A MANAGEMENT COMPANY, BELL MANAGEMENT, INC., TO TAKE OVER THE COMPLEX IN 2015 IN ORDER TO BRING THE COMPLEX INTO COMPLIANCE WITH USDA REGULATIONS. MOST OF THE RECORDS HAD TO BE FOUND AND RECONSTRUCTED. WE ARE REQUESTING ABATEMENT OF ANY PENALTY BECAUSE OF LATE FILING. THE ORGANIZATION IS PROVIDING HOUSING FOR LOW TO MODERATE INCOME SENIOR CITIZENS. THREE OF THE FOUR MORTGAGES HAVE BEEN PUT ON DEFERRED PAYMENT PLANS BY THE USDA BECAUSE OF THE LACK OF CASH FLOW AND THE NEED FOR ALL AVAILABLE FUNDS TO MAKE REPAIRS AND IMPROVEMENTS TO THE COMPLEX WHICH WAS BUILT IN 1974 AND 1976.
