The south central kansas economic development district, inc. (sckedd) is a kansas non-profit corporation, an economic development district (edd) and a certified development company (cdc). Our resources also reach out to programs that assist our cities and counties with community improvement, housing, and urgent need. Sckedd has grants to assist low income persons in making their homes more energy efficient.

Mission

The south central kansas economic development district, inc. (sckedd) is a kansas non-profit corporation, an economic development district (edd) and a certified development company (cdc). Sckedd's designation as a edd is from the u.s. Department of commerce and the cdc designation is from the small business administration (sba). We are a non-profit organization that brings together communities to advocate economic growth. We work to improve the quality of life for those who live within our designated 14-county area. We take action by providing several grant and loan opportunites that help us reach these goals.

Governance Explanations

Form 990, Part VI, Section A, Line 4

The organization changed their bylaws: article iii: decreased the minimum required board members from 9 to 7 article v: the executive committee now has a succession plan in article v that they will serve for 5 years as: board member, secretary/treasurer, vice president, president, past president. The vice president shall serve as back up to the secretary/treasurer for signing checks when the secretary/treasurer is unavailable. Article vii: in the event that the executive director role is vacant or the executive director is unable to fulfill the duties, the board of directors may appoint an interim executive director and cdc manager to carry out the collective duties of the executive director until the position is filled. Article viii: any non-budgeted expense or any budgeted expense in variance of negative $10,000 must be approved by the executive director followed by board approval. The board of directors will set a policy for approval of expenditures that were not approved in the annual budget.

Financial Statement Notes

PART X, LINE 2:

The organization is organized as a kansas nonprofit corporation and has been recognized by the internal revenue service (irs) as exempt from federal income taxes under section 501(a) of the internal revenue code as organizations described in section 501(c)(3), qualify for the charitable contribution deduction under section 170(b)(1)(a)(vi), and has been determined not to be a private foundation under sections 509(a)(1). Sckedd is required to file a return of organization exempt from income tax (form 990) with the irs annually. In addition, the organization is subject to income tax on net income that is derived from business activities that are unrelated to their exempt purposes. The organization has determined it is not subject to unrelated business income tax and has not filed an exempt organization business income tax return (form 990-t) with the irs. The organization believes that it has appropriate support for any tax positions taken affecting its annual filing requirements, and as such, does not have any uncertain tax positions that are material to the financial statements. The organization would recognize future accrued interest and penalties related to unrecognized tax benefits and liabilities in income tax expense if such interest and penalties are incurred.

OUR RESOURCES ALSO REACH OUT TO PROGRAMS THAT ASSIST OUR CITIES AND COUNTIES WITH COMMUNITY IMPROVEMENT, HOUSING, AND URGENT NEED.
