A complete copy of the draft Form 990 is submitted to the CFO and Controller to review and request any necessary changes. After any requested changes have been made, all members of the governing body were provided a complete copy of this form 990 prior to filing.

Form 990, Part VI, Section B, line 12C

A conflict of interest questionnaire was distributed to and executed by all members of the Board of Directors and by the Chief Executive Officer and Chief Financial Officer as of the end of the year. Since all members of the Board of Directors and the executive management team are residents of the communities served by the Southeast Kansas Mental Health Center, it is relatively easy to monitor potential conflicts of interest. The Southeast Kansas Mental Health Center does not have financial interest in any local businesses and has not made material purchases from any individual locally owned business.

Form 990, Part VI, Section B, line 15

The full Board of Directors is responsible for approving the compensation of the Chief Executive Officer. In carrying out this responsibility, the Board conducts a comprehensive evaluation of both performance and compensation to ensure fairness, competitiveness, and alignment with organizational goals. To support this process, the Board engaged a reputable third-party firm specializing in healthcare compensation analysis. This independent firm conducted an in-depth review and provided data-driven recommendations for each leadership position within the organization. The assessment considered factors such as job responsibilities, education, tenure, relevant experience, and demonstrated performance, while benchmarking against regional market data and healthcare industry standards. These measures ensure that compensation decisions are objective, equitable, and informed by expert analysis and industry best practices. The Chief Executive Officer utilized state-wide survey data compiled and disseminated by the Association of Community Mental Health Centers of Kansas in determining compensation of the organization's officers and key employees.
