| Inside Out Reentry ("IO") is Johnson County's only comprehensive reentry community, and one of the few comprehensive community-based reentry programs in Iowa. To fulfill our mission, IO assists people with housing, employment, healthcare (especially behavioral health) transportation, education and basic life skills, both directly and by referral. We provide a supportive community to promote pro-social living, accountability, and personal awareness through mentoring, weekly meetings with life skills classes and workshops, volunteer opportunities, and social activities. In addition, criminal justice reform and education for the wider community on the struggles and challenges of returning citizens have been key components of IO's work since its inception. Johnson Co. is home to IMCC prison and Hope House work release facility. Based on reports of IA Dept. of Correctional Services, around 150 people are released annually to Johnson Co. from prison or jail, either to probation, parole, or work release. Returning citizens face stigma and barriers in employment, housing, and access to basic services. Housing costs are high, rental vacancies are less than 5%, and few landlords rent to returnees. About 1/3 of people in IA prisons have substance abuse and/or mental health issues. Most returnees have limited education, unstable job history, and diminished life skills. Some lack basic literacy. Many have no family contact or are enmeshed in unhealthy family systems. These problems often lead to increased poverty and homelessness among returning citizens, and greater stress on families and children. Formerly incarcerated people are almost 10 times more likely to be homeless than the general public. (2018 report by the Prison Policy Initiative) Successful reentry from incarceration hinges upon individuals achieving self-sufficiency outside the institutional structure. IO assists people with housing, job readiness and employment, education, financial literacy and management, life skills, behavioral health, and more - both in house and through referral. Inside Out Reentry provides the following core services: Individualized Reentry and Crisis Prevention Services Mentoring - one-to-one and small group Tutoring - HiSET, computer skills, job readiness tests Employment - job applications, resumes, interviewing skills, collaboration w/local jobs programs Housing - assistance with housing searches and applications and referrals to housing assistance programs; assistance with obtaining credit reports and scores, letters to potential landlords, and financial assistance for low-income individuals with deposit and rent with pass-through grant funding from Johnson Co. Housing Trust Fund Life Skills Classes - financial literacy, computer literacy, parenting, healthy relationships, problem-solving, conflict resolution, etc. Weekly Community Meetings - to provide pro-social activities, share challenges and successes, feature educational speakers and life skills workshops, and receive feedback about IO policies and operations Weekly Peer Support Recovery Group Identification, Medicaid, Health Insurance, SNAP - assistance with applications Drop-in Resource Center - a space to use computers for job and housing searches and applications, receive staff assistance and access reentry resources Referrals & Support - Mental health, substance abuse, and health care treatment (including transportation and accompaniment to appointments as needed), referrals to childcare services and food assistance We served 89 individuals directly last year, and recorded over 750 visits to our Resource Center. In addition to the 89 directly served, we communicated with over 50 individuals currently incarcerated to assist with reentry planning. We also provided weekly group meeting outreach at to Hope House, a 6th judicial district work release facility located in Coralville, Iowa. Of the 89 individuals we served directly last year: 31 individuals received services for stable housing 35 individuals received financial literacy education 33 individuals received mental health services primarily in the form of referrals and support with attending appointments 59 individuals received information on maintaining a healthy lifestyle 47 reported making healthy lifestyle choices, a success rate of 52% 45 achieved permanent or long-term safe, stable housing a success rate of 50%. 54 received workforce skill training, a success rate of 60% 30 reported being able to increase income, a success rate of 33% 38 reported stable employment, a success rate of 42.7% 30 reported health care service needs met, a success rate of 33.71% One of our participants completed his high school diploma with assistance from a volunteer tutor with Inside Out. Even though challenges are numerous, many participants secured affordable and stable housing. One exceptional success was that one of our participants became a first time home owner. IO assists individuals with creating resumes, applying for employment, and seeking workforce training. With IO support, many participants found and maintained employment. Several individuals we assisted found jobs after being unemployed, and a couple of others received promotions at their jobs. After incarceration, individuals face numerous barriers acquiring affordable and sufficient health care. In order to meet the needs of our participants, Inside Out formed a partnership with the University of Iowa Mobile Health Clinic, as well as the College of Public Health to increase health services for returning citizens. The Mobile Clinic hosted three clinics at Inside Out in the past year, providing health testing, prescription refills and reading glasses. For several individuals, this was the first time they had seen a doctor in years. This partnership will continue in FY20 and we hope to continue improving health care access. In addition to working with individuals in our Resource Center and at weekly community meetings, IO continues outreach with individuals who are currently incarcerated or under supervision. We believe this preparation has a major impact upon their success upon release. | $0 | $65,369 |
