Attraction of public support - 170A-9(f)(3)(ii):The State Child Care Administrators Network (SCCAN) is a national nonprofit organization delivering a peer-based, on-demand learning community to state child care administrators. The network was formed in response to the overwhelming need nationwide for authentic dialogue between peers and the ability to share resources in real-time for practitioners who have dedicated their careers to early child care and education. Based on the increase in active members since inception, SCCANs program for soliciting new members has been successful. Membership has grown to 241 members as of December 31, 2022. Future plans to engage new members include continual reassessing the membership pricing structure, increasing the cost of entry-level memberships, and marketing/communications with the state child care network. This will significantly increase our intake of public funds, allowing SCCAN to meet the IRS requirements. 2. Percentage of Financial Support - 170A-9(f)(3)(iii)(A):Although formed in 2015, SCCAN spent the first three years developing the model for programs and benefits to be offered to their membership and began a coordinated networking effort to increase awarement of this vital resource. During this time, the annual 990 did not reflect revenue for 2015, 2016 and 2017. Also during this time, SCCAN operated through a fiscal agent, Childrens Trust Fund of South Carolina. In 2017, Childrens Trust Fund of South Carolina and SCCAN were awarded a grant from the W. K. Kellogg Foundation to implement SCCANs peer-based learning model which led to the acquisition of 197 members and $11,300 in revenue in 2019. Due to the fact that the W. K. Kellogg Foundation is a private foundation, the amount of grant revenue was excluded from the public support test. From 2020 to 2022, SCCANs membership revenue grew from $16,700 to $25,600. Based on the networks established during the development stage, the organization has attracted a core membership base that is projected to grow incrementally over the next two years in order to meet the 33 and 1/3 support test. Membership levels have increased since 2015 to the extent that operations will be sustained solely through projected annual membership dues. Neither source of revenue is related to the organization through business or family relations.4. Representative Governing Body - 170A-9(f)(3)(iii)(C):The board of directors for SCCAN is comprised of Directors and Administrators of Early Childhood Care, Prevention and Eduation Services from five states who are uniquely qualified to provide insight into the resource needs of practitioners in the field of early care and education. Board members are elected based on the requirements outlined in the bylaws and serve without compensation. None of the board members represent the personal or private interest of a limited number of donors or related persons.5. Availability of Public Facilities or Services - 170A-9
