“The members of usfa fall within one of the following five classes: (1) active, (2) non-participatory, (3) retired, (4) active retired and (5) honorary. With the exception of the honorary membership classification, membership is intended for persons currently serving, or retired from serving, in the rio verde fire district and the scottsdale fire department. Honorary members may, but need not, be associated with the district or the department. Active membership is available to all fulltime fire suppression and fire prevention personnel in the ranks of captain (or equivalent) and below and all full-time personnel in equivalent ranks who serve in direct related duties to their respective fire departments. Non-particapatory membership is available to all personnel at the rank of battalion chief, division chief or above (or equivalent). Non-particapatory members cannot vote. Retired membership is available to any member who retires from actrive duty from the fire department and who requests retired status. Retired members cannot vote. Active retired membership is available to any member who retires from active duty from the fire department and requests active retired status. Active retired members cannot vote. Honorary membership is avaliable to any individual the union membership decides upon. Honorary members cannot vote. Persons desiring to become members must be sponsored by a current member and the membership must be voted on by the members attending that month's meetings. Acceptance or denial is decided by a simple majority from the two general monthly union meetings.”

“Amendments to the bylaws require a 2/3 majority vote by active members.”

“The form 990 is prepared by an outside accounting firm and reviewed by usfa's president and treasurer prior to filing.”
