Governance Explanations

Form 990, Part VI

Line 13: adelante community development maintains a written whistleblower policy applicable to all board members, officers, and employees, prohibiting fraud and violations of law or regulations. Employees who reasonably believe that adelante or its personnel have engaged in unlawful or fraudulent conduct are encouraged to report it to the executive director or board president. All reports are investigated promptly and confidentially to the extent possible. Adelante strictly prohibits retaliation against anyone making a good-faith report, participating in an investigation, or exercising legal rights, and any retaliatory conduct may result in disciplinary action, up to and including termination.

Form 990, Page 6, Part VI, Line 11B

The organizations independent accountant prepares the form 990. A draft is reviewed by the executive director and the director of finance for accuracy and completeness before submission. Once reviewed and approved internally, a copy of the completed return is provided to all members of the board of directors prior to filing. Board members are given the opportunity to ask questions and provide feedback before the return is submitted to the irs.

Adelante community development has a written conflict-of-interest policy that applies to all board members, officers, and employees with the ability to influence organizational decisions. Compliance is monitored annually through disclosure statements signed by each individual at the start of their term and updated yearly. Disclosures are reviewed by the executive director and board president, and any potential conflicts are addressed according to the policy, including recusal from related decisions, review by the board or executive committee, and documentation in the meeting minutes. Violations are addressed through appropriate corrective actions, which may include approval or disapproval of the transaction, modification of participation, or disciplinary measures.

Line 4a: for aspiring food truck entrepreneurs, we offer the sal y pimienta bootcamp, a hands-on, three-day intensive that focuses on compliance, operations, and creative business planning, giving participants the tools to successfully launch and manage their ventures. In addition, adelante provides one-on-one business coaching to help entrepreneurs identify and address gaps in permits, licenses, inspections, and registrations across industries and jurisdictions. To strengthen financial management, we also run a quickbooks intensive, a three-day course where participants learn to navigate quickbooks, enhance their financial literacy, and improve tax compliance skills to better manage their businesses.
