This delegation allows hne of connecticut to have an audit committee with appropriate independence and expertise.

Hne of connecticut was licensed as a health care center (hmo) under chapter 698a of the connecticut general statutes in 2014. Since january 1, 2015, the organization's main activity was to offer, through the medicare advantage program, low cost, high quality health care coverage to persons eligible for medicare. Effective january 1, 2018 the organization ceased offering coverage through its medicare advantage program, but continues to remain in existence. Medicare enrollees: 0 revenue: $0 program expense: $0 the medicare advantage program involved a number of interrelated activities, such as: 1) selection and credentialing of a network of health care providers capable of providing comprehensive health care services; 2) monitoring and promoting the quality of care provided; 3) offering preventive health care and wellness services and health education that supplement basic medicare coverage; 4) providing services to coordinate and enhance care for individual's with severe or chronic illness; 5) offering services allowing enrollees to make inquiries and obtain information about available health care services, submit questions and complaints about service from the organization or from providers, etc. In addition to its own direct service programs, hne of connecticut, with and as a subsidiary of its sole member (hne), has worked with a wide variety of community organizations to support programs for health improvement and community benefit, such as: - public health institute of western ma: public health institute of western ma (phiwm) is a nonprofit organization committed to improving the public's health by educating community partners, fostering innovation, leveraging resources, and building partnerships across sectors, including government agencies, communities, the health care delivery system, media, and academia. Phiwm uses a collaborative programming approach to solve pressing community health issues. - pioneer valley asthma coalition: a community partnership that works to improve the quality of life for individuals, families and communities affected by asthma. The pvac was formed to address asthma from a community, holistic perspective, bringing together a variety of groups to address the many factors that impact asthma, including: healthcare organizations (e.g. Baystate health), health plans, local and state public health agencies, housing organizations, community agencies, academic institutions, community members, and a variety of other types of organizations within the community. - senior population education events: health new england addressed more than 2,000 medicare eligible individuals lecture style topics including : reducing your risk of falling, incontinence-when laughing is no longer funny, weight loss, what's your type - diabetes, what you need to know about your lungs, and the health new england annual health and wellness fair. Hne of connecticut, with and as a subsidiary of its sole member (hne) community benefits program is intended to help people attain their full health potential and reduce barriers that cause disadvantages due to social determinants of health factors that adversely affect the health of the community. The program seeks to positively impact several health priority areas: built environment (food insecurity, housing, transportation); infant and maternal health; chronic conditions; mental health and substance use disorder; and the need for increased physical activity and a healthy diet. Additionally, the overall program addresses several social determinants of health: lack of resources to meet basic needs (safe neighborhoods, poverty, and employment), educational attainment and literacy, and institutional racism. Hne of connecticut, with and as a subsidiary of its sole member (hne), also supports health new england also supports the "community connections program" through the baystate health foundation. And 2019 reports in three areas; the social and economic factors or "determinants" that influence health, barriers to healthcare access, and health behaviors and outcomes. This chna focused on berkshire, hampden, hampshire, franklin and worcester county - level data and data for select communities as available: chicopee, holyoke, springfield and west springfield. The process consisted of a review of existing assessments reports; survey of public health officials; preliminary analysis of covid-19's impact on the region; and analysis of quantitative data , with efforts where possible to disaggregate (eg by race, ethnicity, gender, age, lgbtqia+, geography) to understand health disparities. Qualitative data from community "chats", key information interviews, and focus groups conducted throughout the service area of hampden, hampshire, franklin, berkshire and worcester counties. The interviews and focus groups were primarily about youth mental health. Health new england's 2022 chna includes the impact of covid-19 on health needs in the region, and lifts up the prioritized need of youth mental health as a regional focus area for additional data gathering. Further, health new england prioritized two of the identified health needs for a deeper dive and additional data gathering: chronic conditions and mental health/substance use disorder. The 2022 chna focuses on inequities among youth, older adults and justice-involved individuals.

FORM 990, PART XII, LINE 1:

The audited financial statements are based on insurance statutory accounting principles (sap) promulgated by the accounting practices and procedures task force under the auspices of the national association of insurance commissioners (naic). This form of accounting is typically looked upon as more conservative than accrual accounting without quite being cash basis. The accompanying statutory basis financial statements have been prepared in accordance with naic statements of statutory accounting principles (ssap) and in accordance with statutory accounting practices (sap) prescribed by the state of connecticut, which is a comprehensive basis of accounting other than u.s. Generally accepted accounting principles (gaap). Such practices vary from gaap principally as follows: investments - for statutory, investments in bonds are reported at amortized cost or fair value based on their naic rating. For gaap purposes, such fixed maturity investments would be designated at purchase as held-to-maturity trading or available for sale. Held-to-maturity fixed investments would be reported at amortized cost and the remaining fixed maturity investments would be reported at fair value. For statutory purposes, unrealized gains and losses on investments are excluded from net income and reported as an increase or decrease in capital and surplus. Decreases in fair value that are determined by management to be other than temporary are reported as realized losses. The organization has elected the fair value option for certain of its investments. All single class and multi class mortgage backed/asset backed securities (e.g. Cmos) are adjusted for the effects of changes in prepayment assumptions on the related accretion of discount or amortization of premium of such securities using prospective method. If it is determined that a decline in fair value is other than temporary, the cost basis of the security is written down to the present value of estimated future cash flows using the original effective interest rate inherent in the security. Non admitted assets - certain assets are designated as non- admitted. These assets (which are principally electronic data processing equipment, prepaid items, certain health receivables, receivables over 90 days past due and non-audited equity value of subsidiaries) are excluded from the accompanying statements of admitted assets, liabilities and capital and surplus. These items are charged directly to unassigned surplus. Under gaap, such assets are included in the balance sheet, to the extent they are not impaired.
