The organization's sole member is national industries for the blind.

Form 990, Part VI, Section A, Line 7A

The president of national industries for the blind has the power to designate one ex-officio voting director. Two directors shall consist of the chief administrators of agencies which shall be currently participating in the new york state preferred source program and in compliance with the organization's policy on good standing. The blind employment network of new york shall have the right to recommend individuals to fill these director positions subject to approval from the national industries for the blind ("nib") board. All remaining directors are elected by eserb.

The bylaws of the organization may only be amended by national industries for the blind.

Form 990, Part VI, Section B, Line 11B

The 990 was prepared by the outside accountants and reviewed in detail by senior management. The nib audit and ethics committee, a subcommittee of the nib board, then reviewed the 990 on behalf of the nyspsp board of directors. Finally, nyspsp provided the final 990 to all of its directors before it was filed with the irs.

Form 990, Part VI, Section B, Line 12C

Annually, each employee and director is required to review the conflict of interest policy and certify that he/she understands the policy and is in compliance with it. Employees and directors are required to report any alleged criminal conduct or violations of the conflict of interest policy to nyspsp's compliance officer or to the external nyspsp compliance service provider. Any person who submits a concern to the nyspsp compliance officer or to the external nyspsp compliance service provider has the option of remaining anonymous. The compliance officer conducts internal investigations, involving the nyspsp board executive committee as appropriate. The compliance officer has the authority to trigger law enforcement or other regulatory inquiries as appropriate.

For the executive director, the board of directors of nyspsp sets the executive director's compensation based on: 1) information provided by periodic compensation surveys conducted by outside consultants; 2) other published compensation data; and 3) guidance from nyspsp's board of directors. All the information is documented in board minutes.

IN 2024, FIVE INDIVIDUALS EMPLOYED THROUGH THE PROGRAM WERE PROMOTED, AND 50 NEW PROJECTS WERE ADDED TO THE NYSPSP PORTFOLIO, EXPANDING ITS REACH AND IMPACT.
