IRS990ScheduleI/SupplementalInformationDetail/ExplanationTxt0These Underwriting Guidelines are intended to guide the Amy's Angels Grants Committee and the Board in its consideration and deliberation of Grant Applications. As well, the guidelines set forth below are intended to contribute to the transparency of the application and funding approval process. The Underwriting Guidelines were developed by the Grants Committee and are as follows: 1. The Grants Committee members are Daniel J. Schreck, Robert J. Fiondella and Alfred A. Turco. 2. The Grant Application will be made available on the Amy's Angels website at http://www.amysangels.org/#!emergency-fund-application-/gypp2. 3. A completed and signed Grant Application must be submitted to the Grants Committee. The Grant Application is the information "gateway" to consideration of the merits of the applicant's request as submitted to the Grants Committee. Grants will be limited to Connecticut families, absent a compelling connection to an out of state applicant (e.g. treated at a CT facility). 4. On a macro level, the Grants committee will be guided by the mission of Amy's Angels as it considers the application submitted. Namely, (i) has an individual suffered a debilitating illness or injury and (ii) is such debilitating event eroding the family unit's financial support system (e.g. spousal leave of absence). On a micro level, do the facts demonstrate that the individual's financial support system is in eminent danger of eroding (e.g. unable to make mortgage payment). 5. In underwriting Grant Applications, the Grants Committee views the mission of Amy's Angels, in operation, as "first responders." In that role, the Grants Committee is prepared to be nimble in (i) responding to an immediate need, (ii) sizing the ultimate need and (iii) identifying an intermediate or long term provider to service the needs of the applicant. 6. Think of the Grants Committee as approving and administering "bridge grants." Bridge Grants are limited by time (generally no more than three months) and amount (generally in the $2,000 to $10,000 range). The Grants Committee views the Bridge Grants approach to be born of necessity, and perhaps filling a currently unfulfilled need. 7. To implement the Bridge Grant approach to underwriting client needs, the Grants Committee will build, maintain and continuously freshen a social service/provider partner network. A predicate step consists of recruiting a Grants Committee "field" subcommittee for the purpose of reaching community providers and building the partner inventory of available services. 8. There is a Grant Application Approval Matrix. It describes the approval thresholds quantitatively and qualitatively. The Grants Committee will present a report to the full Board at each Board meeting. Doing so should result in keeping the Board "ahead of the Board threshold" in all but the most unusual of client cases. 9. Occasionally, Amy's Angels may receive a request for a "one time" grant (e.g. a handicap van, a handicap ramp). At its discretion, the Grants Committee may bring such request to the Board, but will absolutely do so if the grant threshold ($10,000) would be exceeded. 10. In the event that a Grant Application is submitted by a Board member or by a family member of a Board member on behalf of the Board member and his/her family, the Grants Committee will follow the following protocol: (a) Determine that a grant is not prohibited pursuant to IRS regulations or otherwise. (b) Assuming (a) is satisfied, underwrite the Grant Application. (c) Assuming the Grant Application is approved at the Grants Committee level, provide a recommendation to the full Board for approval.

Brian became a beneficiary of the Organization during 2016, pursuant to the Organization's funding protocols. Brian received $27,499 in financial assistance. Funds were raised through a wine tasting event in September 2016 and Brian was treated like any other beneficiary that the Organization holds benefit events for. The amounts disbursed to Brian were approved by the Amy's Angels Grants Committee as well as the rest of the BOD. Brian did not participate in any voting matters from the time of the stroke through the end of 2016.
