The meadows mental health policy institute has established five key principles that guide the work of the institute. These principles are the result of research into best practices and effective policies in mental health services. The five key principles are the following:1) texans deserve behavioral health care that is accessible, understandable, efficient and effective.2) the state of texas and its agencies must be accountable to taxpayers for the performance of its behavioral health systems.3) behavioral health care is best delivered through local systems that are held accountable for results and able to work collaboratively to help texans in need.4) performance evaluation of the behavioral health system must be continuous, outcome focused, and driven by meaningful data.5) a skilled and robust behavioral health care workforce is essential to improve the wellness of texans.

“As of december 31, 2024, the institute has three donor-restricted endowment funds: the student and interns endowment fund, which provides funding to support the work of students and interns engaged by the institute; the hackett center endowment fund which provides funding to support the operations of the hackett center for mental health in houston, texas; and the linda perryman evans presidential chair endowment fund, which provides funding to ensure the leadership of the institute and carry out policy initiatives. The institute's endowment funds are restricted to investment in perpetuity, the income from which is available to support the programs identified by the donors. For the linda perryman evans presidential chair endowment fund and the students and interns endowment fund, any earnings may be appropriated to support the designated purpose. All net earnings on the hackett center endowment fund are available for appropriation, with a minimum of 70% required to be used to support the hackett center staff and its defined program of work in the houston region. The institute is permitted by the gift instrument with the donors to appropriate any remaining net earnings form the hackett center endowment fund to fund statewide policy and program activities and overhead expenses of the institute.”

Income generated from activities not substantially related to the Institutes exempt purposes is subject to tax under Code Section 511. Valuation allowances are established when necessary to reduce deferred tax assets to the amount expected to be realized. Income tax expense is the payable or refundable for the period plus or minus the change during the period in deferred tax assets and liabilities. The Affiliate did not have financial activity during the year ended December 31, 2024 and accordingly, no income tax effect has been recorded. THE INSTITUTE'S UNRELATED BUSINESS INCOME TAX RETURNS AND THE AFFILIATES FEDERAL AND STATE INCOME TAX RETURNS ARE SUBJECT TO POSSIBLE EXAMINATION BY THE TAXING AUTHORITIES UNTIL THE EXPIRATION OF THE RELATED STATUTES OF LIMITATIONS ON THOSE TAX RETURNS. IN GENERAL, THE FEDERAL, STATE, AND UNRELATED BUSINESS INCOME TAX RETURNS HAVE A THREE YEAR STATUTE OF LIMITATIONS. GAAP requires the evaluation of tax positions taken in the course of preparing the Institutes tax returns and recognition of a tax liability (or asset) if the Institute has taken an uncertain position that more likely than not would not be sustained upon examination by the Internal Revenue Service. Management has analyzed the tax positions taken by the Institute, and has concluded that as of December 31, 2024, there are no uncertain tax positions taken or expected to be taken that would require recognition of a liability (or asset) or disclosure in the consolidated financial statements.”

| IRS990/Desc | 0 | Health Systems Transformation: The Meadows Mental Health Policy Institute is transforming the U.S. health care system so people can easily find mental health care where it is most convenient: in primary care offices. To do this, the Meadows Institute integrates high-quality mental health care into family practices, pediatricians offices, and other primary care settings. In 2024, the Meadows Institute continued to advance integrated behavioral health care, including the gold standard known as the Collaborative Care Model (CoCM), across communities nationwide. To free every Texan from untreated depression and suicide, the Meadows Institute further increased the impact of its Lone Star Depression Challenge (LSDC). As a result of this initiative, which has been adopted by 23 health systems across Texas collectively serving 7.1 million people, more than 550,000 individuals received treatment for depression and more than 120,000 people got better. The Meadows Institute also partnered with Northwestern Medicine and West Health to accelerate the adoption of collaborative care across more than 70 clinics serving more than 350,000 people. The Meadows Institute also laid ground in New York, Michigan, Colorado, and Florida to help millions more people access high-quality mental health care at their regular doctors office. At the same time, the Meadows Institute advanced programs in communities across the state to make high-quality specialty care more accessible for people with complex mental health needs, including increased access to coordinated specialty care, improving services for individuals experiencing homelessness, advancing trauma-informed hospital redesign, and conducting regional assessments of communities strengths, gaps and opportunities to provide actionable recommendations that guide local stakeholders in expanding access to care. |
