The bookkeeper/operations assistant reviews the 990, then provides it to the executive director and finance committee for review, who then provides it to the board for approval. Finally, the president signs the return.

At the start of each fiscal year, the organization gets the statements signed and keeps on file.

Form 990, Page 6, Part VI, Line 15A

The executive committee of the board has been the group determining compensation for executive director. The determination has been based on three main components over the past 3 years: 1.review of performance 2.growth of program and 3. The increase of time to handle the growth increases in salary were based on both performance and increased time. Many executive committee members were also involved in other non-profit organizations and were aware of compensation levels for the directors. That information was also used in the discussion. The salary was then included in the budget process which was reviewed and approved by the full board.

THE DETERMINATION HAS BEEN BASED ON THREE MAIN COMPONENTS OVER THE PAST 3 YEARS: 1.REVIEW OF PERFORMANCE 2.GROWTH OF PROGRAM AND 3. THE INCREASE OF TIME TO HANDLE THE GROWTH INCREASES IN SALARY WERE BASED ON BOTH PERFORMANCE AND INCREASED TIME. MANY EXECUTIVE COMMITTEE MEMBERS WERE ALSO INVOLVED IN OTHER NON-PROFIT ORGANIZATIONS AND WERE AWARE OF COMPENSATION LEVELS FOR THE DIRECTORS. THAT INFORMATION WAS ALSO USED IN THE DISCUSSION. THE SALARY WAS THEN INCLUDED IN THE BUDGET PROCESS WHICH WAS REVIEWED AND APPROVED BY THE FULL BOARD.
