Mission and Program Overview

Mission

By providing reporting and analysis about public schools in philadelphia and creating forums for dialogue and education, the philadelphia public school notebook empowers parents, educators, students and residents to improve conditions for all in the city's public schools and to build strong learning communities. In-depth independent coverage of education issues ensures that communities are informed about the school system and how to navigate it, and alert to issues that affect their lives and the well-being of the city. The notebook helps to hold the system accountable by developing a more robust public dialogue about problems in education and how to address them.

Governance Explanations

Form 990, Part VI, Section B, Line 11B

Initial review of draft of our form 990 will be done by publisher/director and associate director for operations. Final draft will also be reviewed by publisher/director and associate director for operations and then submitted to the board finance committee for approval.

Form 990, Part VI, Section B, Line 12C

Each director, officer, and employee (including the executive director) shall annually sign a statement that affirms such person: a. Has received a copy of the conflict-of-interest policy; b. Has read and understands the policy; c. Has agreed to comply with the policy; and d. Understands the corporation is charitable and in order to maintain its federal tax exemption it must engage primarily in activities that accomplish one or more of its tax-exempt purposes. After disclosure of the financial interest and all material facts, and after any discussion with the interested person, he or she shall leave the board or committee meeting while the determination of a conflict of interest is discussed and voted upon. The remaining board or committee members shall decide if a conflict of interest exists. An interested person may make a presentation at the board or committee meeting, but after the presentation, he or she shall leave the meeting during the discussion of, and the vote on, the transaction or arrangement involving the possible conflict of interest. The chair of the board or committee shall, if appropriate, appoint a disinterested person or committee to investigate alternatives to the proposed transaction or arrangement. The board or committee shall then determine by a majority vote of the disinterested directors whether the transaction or arrangement is in the corporation's best interest, for its own benefit, and whether it is fair and reasonable. In conformity with the above determination, it shall make its decision as to whether to enter into the transaction or arrangement. A. If the board or committee has reasonable cause to believe a member has failed to disclose actual or possible conflicts of interest, it shall inform the member of the basis for such belief and afford the member an opportunity to explain the alleged failure to disclose. B. If, after hearing the member's response and after making further investigation as warranted by the circumstances, the board or committee determines the member has failed to disclose an actual or possible conflict of interest, it shall take appropriate disciplinary and corrective action.

Form 990, Part VI, Section C, Line 19

IRS990/Desc0NOTEBOOK PROGRAMMING - THE NOTEBOOK IS KNOWN AS THE GO-TO PLACE FOR IN-DEPTH INFORMATION ABOUT PHILADELPHIA SCHOOLS. KEY ACTIVITIES ARE THE FREE PUBLICATION AND DISSEMINATION OF A BIMONTHLY CITYWIDE PRINT NEWSPAPER (PRINT CIRCULATION = 50,000, MONTHLY WEB VISITS = 80,000) AND A WEBSITE THAT IS UPDATED WITH MULTIPLE STORIES FIVE DAYS A WEEK, CREATING OPPORTUNITIES FOR CONVERSATION ABOUT CRITICAL ISSUES BOTH ONLINE AND FACE-TO-FACE. EACH PRINT EDITION FOCUSES ON A SPECIFIC THEME BUT ALSO INCLUDES NEWS UPDATES AND REGULAR FEATURES LIKE A COLUMN ON SPECIAL EDUCATION AND A SECTION ON COMMUNITY ACTIVISM. EACH EDITION ALSO INCLUDES A SECTION IN SPANISH. RECENT EDITION THEMES HAVE INCLUDED FOSTER CARE AND EDUCATION, SCHOOL DISTRICT GOVERNANCE, FOOD AND COMMUNITY SCHOOLS, TRACKING TRAUMA IN THE CLASSROOM AND ALTERNATIVE PATHWAYS TO EDUCATION SUCCESS.PRINT AND WEB CONTENT ARE PROMOTED VIA DAILY ALERTS, A WEEKLY E-NEWSLETTER, AND SOCIAL MEDIA POSTS. NOTEBOOK STORIES ARE WIDELY DISTRIBUTED THROUGH CONTENT PARTNERSHIPS WITH WHYY'S NEWSWORKS, PHILLY.COM, EDUCATION WEEK, RE-ENTRY PROJECT, AND OTHER PUBLICATIONS. PARTNERSHIPS HAVE EXPANDED THE NOTEBOOK'S AUDIENCE AND INFLUENCE; IT IS INCREASINGLY SEEN BY CIVIC LEADERS AROUND THE REGION, AS WELL AS TOP CITY AND SCHOOL OFFICIALS. THE PARTNERSHIP WITH NEWSWORKS IS ALSO AN IMPORTANT SOURCE OF CONTENT FOR THE NOTEBOOK. THE TWO NEWS ORGANIZATIONS SHARE CONTENT LIBERALLY AND COORDINATE OUR COVERAGE PLANS TO AVOID DUPLICATION OF EFFORT WHEREVER POSSIBLE.UNLIKE SOME NEWS ORGANIZATIONS, THE NOTEBOOK'S MISSION DOES NOT STOP AT THE PUBLICATION OF INFORMATION. ITS COMMITMENT TO EDUCATIONAL QUALITY AND EQUITY AND DEDICATION TO TRANSPARENCY ABOUT EDUCATION ISSUES OFTEN TAKES US A STEP FURTHER. FOR EXAMPLE, STAFF ACT AS AN INFORMATION RESOURCE FOR A NUMBER OF DIFFERENT NETWORKS OF EDUCATION ACTIVISTS AND ADVOCATES. THE NOTEBOOK ORGANIZES PERIODIC COMMUNITY EVENTS TO DISCUSS ISSUES WITH READERS. WITH HELP FROM LOCAL ATTORNEYS, THE NOTEBOOK HAS FREQUENTLY USED THE STATE'S SUNSHINE LAWS TO TRY TO ENSURE PUBLIC ACCESS TO INFORMATION; FOR EXAMPLE, WE HAVE GONE TO COURT TO SUCCESSFULLY ESTABLISH THE PUBLIC'S RIGHT TO ACCESS THE FULL RESOLUTIONS UNDER CONSIDERATION BY THE SCHOOL REFORM COMMISSION AT THEIR PUBLIC MEETINGS.
