Orphans: orphaned children who are ages 0-18 and who have been or are in the process of being declared wards of the state as a result of the deaths of both known parents or abandoned by the same, until loving homes can be found. There are foreseeable instances where the services will be provided on a temporary basis for children displaced during a catastrophic event until relatives can be identified. 2. Widows: women aged 18-45 who are confirmed to be unmarried as the result of the death of their husband, having dependent children aged 0-18, who have no skills for generating an income for the support of those children and are capable of being trained in one of the vocations being offered.
